<br /> <br />16.2 Employees filling a higher job level based on the provisions of this <br />ARTICLE shall be subject to the conditions of ARTICLE 14 <br />(PROBATIONARY PERIOD). <br /> <br />16.3 The EMPLOYER has the right of final decision in the selection of <br />employees to fill posted jobs based on qualifications, abilities and <br />experience. <br /> <br />16.4 Job vacancies within the designated bargaining unit will be posted for five <br />(5) working days so that members of the bargaining unit can be <br />considered for such vacancies. <br /> <br />Given the pending vacant position in the Streets Division, the authorization to <br />advertise for this position (as per Resolution No. 6079) and the requirements of <br />Article 16 of the Labor Agreement, a job position was posted internally on August <br />26, 2003. <br /> <br />The City has received an application for the Streets position from Bruce Meehan. <br />The City has employed Mr. Meehan as the Public Works Mechanic since March <br />3, 1997. Prior to working with the City, Mr. Meehan was employed by Midway <br />Chevrolet for a period of fifteen (15) years. Mr. Meehan holds both a Class D <br />water license and a Class D-S wastewater license as required by the Street <br />Division position. Mr. Meehan is also a primary snow plow truck driver for the <br />City. <br /> <br />The Public Works Foreman has interviewed Mr. Meehan for Street Division <br />position. Both the Public Works Director and Foreman have review Mr. Meehan’s <br />qualifications and recommend appointing him to the Streets Division position that <br />will be vacant on November 1, 2003. Mr. Meehan is currently at the top of the <br />pay scale for this position; therefore, no compensation adjustments are <br />necessary. <br /> <br />Furthermore it is recommended that the City advertise for the Mechanic Position <br />that would be vacant with the appointment of Mr. Meehan to the Streets Division. <br /> <br /> <br />Recommendation: <br />It is recommended that the City Council adopt the attached resolution appointing <br />Bruce Meehan to a vacant position in the Streets Division of the Public Works <br />Department and grant authorization to advertise for the Public Works Mechanic <br />Position. <br /> <br />Respectfully Submitted, <br /> <br /> <br />Greg Lee, Director of Public Works <br /> <br /> <br /> <br />
