Item No: Item 09H <br />Meeting Date: September 8, 2003 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Resolution 6095 Authorization the Hire of a Planning <br />Associate in the Community Development Dept. <br />Introduction: <br /> On May 12, 2003, the City Council adopted Resolution 6012 authorizing staff to advertise for <br />the vacant planning associate position within Community Development. The position has <br />been vacant since November of last year. <br /> <br />Discussion: <br /> <br />We received 60 applications in response to the posting, many of which satisfied the City’s <br />minimum requirements. Eight candidates were interviewed in August with two candidates <br />brought back for second interviews. Both finalists were well qualified, each with their own <br />unique skills and experiences. A conditional offer was made to Candidate 1 however his <br />response was not yet received at the time this report was drafted. Candidate 2 would be <br />offered the position in the event Candidate 1 declines. <br /> <br />The current pay plan for the planning associate position is as follows: <br /> <br />Step 1 Step 2 Step 3 Step 4 Step 5 <br />$37,539.84 $39,886.08 $42,232.32 $44,578.56 $46,924.80 <br /> <br />The job description was reviewed by Labor Relations in May to re-point the position in light of <br />several changes made concerning duties, responsibilities and qualifications. Staff is <br />recommending the adjusted pay plan as shown below, which is consistent with Labor <br />Relation’s recommendations and consistent with the compensation study completed earlier <br />this year. <br /> <br />Step 1 Step 2 Step 3 Step 4 Step 5 <br />$35,194.00 $37,393.63 $39,593.25 $41,792.88 $43,992.5 <br /> <br />The candidate has been offered Step 1 of the adjusted salary range, with increases <br />consistent with the City’s personnel policies. <br /> <br />Recommendation: <br /> <br />Approve Resolution 6095 as presented, approving the hire of a Planning Associate <br />contingent upon satisfactory background checks, at a starting salary of $35,194.
