land acquisition from the property owner to the west. This property owner has
already voiced an opposition to any encroachment onto his property. A bridge will
also cost more in long-term maintenance. If the City Council wished to re-bid this
project next spring, bids could be obtained for both the sheet piling and bridge
options.

Grants
The City Council also inquired as to whether grants are available to assist in the
funding for this project. The only possible grant source Staff is aware of is the
Department Of Natural Resources’ (DNR) Local Trail Connection Grant. At this
time grant monies are not available for construction in 2003. The DNR historically
has had a Local Trail Connection Grant. If this program continues, it will be
announced later this fall. It may be possible to get a grant (up to $50,000) should
the DNR enact this program for 2004.

Recommendation:
If the City Council wishes to complete the County Road H Sidewalk either: 1)
from Edgewood Drive to Knollwood Drive, or 2) in its entirety, as it was originally
ordered, it is recommended the Council adopt the attached resolution awarding
the construction contract based on the bid (Base or Total) of Ti-Zack Concrete
Incorporated in the amount of ($149,877.50 or $383,914.6) for the County Road
H Sidewalk Project.

If the City Council wishes to redefine the scope of the County Road H Sidewalk
Project from Silver Lake Road to the West City Limits, it is recommended the City
Council reject all bids and NOT approve Resolution No. 6088.

Respectfully Submitted,

Greg Lee, Director of Public Works
