Item No. 9N <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kurt Ulrich, City Administrator <br /> <br />Item Title/Subject: Community Survey <br />Meeting Date: October 13, 2003 <br /> <br />Background: <br />In March of 1988 the City of Mounds View contracted with Decision Resources, <br />Ltd. to perform a Community Survey. The survey covered the following nine (9) <br />topics: Residential Demographics, Quality of Life, Taxes and Spending, City <br />Services, City Government and Staff, Development and Growth, Solid Waste <br />Management, Parks and Recreation Issues, and City Communications. <br /> <br />The survey conducted by Decision Resources involved a telephone survey of <br />402 randomly selected residents of the City of Mounds View. A total of 112 <br />questions were included in the survey. <br /> <br />In 1992, a 28-question survey was done of 251 randomly selected residents. <br />This survey covered such topic as a new police facility, city hall remodeling <br />options, wetland preservation, garbage pick-up, nuisance ordinance, and <br />communications. A copy of this survey’s results is attached. <br /> <br />In 2000, the Parks and Recreation Commission worked on developing a <br />Comprehensive Park Plan. At that time, the Commission felt that the City should <br />determine what the community wants and needs are with regard to park <br />amenities. On April 2, 2001, Public Works presented a staff report to the City <br />Council asking for their direction regarding the development of a “Comprehensive <br />Park Plan”. The staff report cited an option of conducting a formal public survey <br />of the community to determine what their current and future needs and desires <br />are for the City’s parks. <br /> <br />At the Work Session, the City Council agreed with the Parks and Recreation <br />Commission to create approximately 10 questions with the rationale behind each <br />question. In 2002, the Parks and Recreation Commission discussed and <br />developed questions that they would like to include in a survey. These are <br />attached as Exhibit A. <br /> <br />The Economic Development Commission is reviewed past questions included on <br />the survey in regard to economic development and had no changes or additions.
