Mounds View City Council September 22, 2003
Regular Meeting Page 16

5. Update on Community Center 1
2
City Administrator Ulrich indicated that Staff has been in negotiations with the existing caterer 3
over the budget but has not yet received the insurance notice, performance bond or the required 4
marketing plan. He then indicated that the City Attorney has recommended that the City allow 5
the full 30 day cure period to expire and send out a letter notifying the contractor that they are not 6
in compliance with the terms of the contract. 7
8
City Administrator Ulrich indicated there was a proposal from a competing vendor so there is 9
potential that the City could reach a negotiated agreement on the contract prior to the 30 days or 10
with a new vendor. 11
12
Mayor Linke indicated he felt it would be premature to enter into negotiations in case the 13
contractor performs. 14
15
City Administrator Ulrich indicated the City Attorney has said that there could be negotiations 16
with both the existing and new vendors but the City needs to allow the proper cure time. 17
18
City Attorney Riggs indicated the City would not be acting on any proposal but negotiating with 19
the present contractor to let them know if they are not going to comply the City is going to find 20
another vendor. 21
22
City Administrator Ulrich asked for authority to try and negotiate with the existing contractor to 23
bring back options for consideration short of termination. 24
25
There was consensus of Council to proceed with negotiations. 26
27
City Administrator Ulrich indicated he had provided an Administrator’s Digest and highlighted 28
that there would be thinning of trees at Groveland Park and noted that approximately 30 black 29
locust trees would be removed from the area next to the playground because they are rotted and 30
pose a safety hazard. The trees removed will be replaced with other plantings. 31
32
Community Development Director Ericson indicated he had attended the Ramsey County Board 33
of Commissioners meeting and Ramsey County conveyed to the City tax forfeited parcels that 34
were a part of the golf course that the City did not hold title to. 35
36
Director Ericson indicated that on the same day the HRA met and voted to adopt the maximum 37
levy for the HRA but that does not mean they will go forward or levy the maximum but they did 38
put in the process the ability to go forward. 39
40
Council Member Marty commented that he feels it is a good idea that access and authorization 41
has to be approved by the City Administrator and the Cable Coordinator. He then said he would 42
like Staff to determine what the proper battery charging procedure is for the type of batteries in 43
the camcorder in order not to compromise battery life. 44
45
