Second Reading and Adoption of Ordinance 719, an Ordinance 1 <br />Implementing a Franchise Fee on Center Point Energy Electric and Natural 2 <br />Gas Operations Within the City of Mounds View for the Year 2004. 3 <br /> 4 <br />MOTION/SECOND: Gunn/Stigney. To Waive the Reading, Approve the Second Reading, and 5 <br />Adopt Ordinance 719, an Ordinance Implementing a Franchise Fee on Center Point Energy 6 <br />Electric and Natural Gas Operations within the City of Mounds View for the Year 2004. 7 <br /> 8 <br />Mayor Linke indicated that this would continue the 4% franchise fee on Center Point Energy 9 <br />electric and natural gas for the year 2004. 10 <br /> 11 <br />ROLL CALL: Linke/Quick/Stigney/Gunn. 12 <br /> 13 <br /> Ayes – 4 Nays – 0 Motion carried. 14 <br /> 15 <br /> N. Consider Options for a Community Survey 16 <br /> 17 <br />Mayor Linke suggested moving this item to the work session. 18 <br /> 19 <br />MOTION/SECOND: Gunn/Stigney. To Postpone this Item to the Work Session. 20 <br /> 21 <br /> Ayes – 4 Nays – 0 Motion carried. 22 <br /> 23 <br /> 24 <br />O. Consideration of Resolution 6118, a Resolution Authorizing the RE-bidding 25 <br />of the County Road H Sidewalk Project 26 <br /> 27 <br />Public Works Director Lee indicated that on September 22, 2003 Council voted not to award the 28 <br />contract but did indicate a willingness to do the project in the spring. He then indicated that the 29 <br />City would need to officially reject the bids and authorize Staff to bid the project for next spring. 30 <br />He also asked for direction on how to structure the bids and to set the bid date. He further 31 <br />indicated that Staff would recommend a bid date of January 8, 2004 for this project. 32 <br /> 33 <br />Council Member Stigney indicated he would like to postpone this to the next Council meeting 34 <br />because Council Member Marty should be a part of the discussion and he had to leave 35 <br />unexpectedly. 36 <br /> 37 <br />MOTION/SECOND: Stigney/Gunn. To Postpone Resolution 6118 to the Next Meeting. 38 <br /> 39 <br /> Ayes – 4 Nays – 0 Motion carried. 40 <br /> 41 <br />Mayor Linke apologized to those residents that were at the meeting to discuss this item but 42 <br />indicated that Council Member Marty should be part of the discussion. 43 <br /> 44
