Councilmember 7 <br />Stigney abstains; Councilmember Quick stated that Councilmember Stigney cannot 8 <br />abstain without Council Permission. Stigney changed his vote to “NO.” 9 <br /> 10 <br />Mayor Linke adjourned meeting at 10:42pm. 11
