vehicular volume warrant is 70 percent of the above <br />requirements. <br /> <br />Other factors may be considered. <br /> <br />Upon completion of the review, a recommendation will be forwarded to the City <br />Council. <br /> <br />EXISTING DEVELOPMENTS / STREETS <br /> It is the general policy of the City of Mounds View not to use stop <br />signs as a means to slow traffic. Unless the criteria listed below are <br />met, stop signs will not be installed in existing neighborhoods. <br /> <br />Whenever the city receives a request for a stop sign on an existing <br />street, the request will be forwarded to the Public Works Director. <br />The Police Chief and Public Works Director, or their representative, <br />will jointly review each request for stop signs. The following factors <br />will be considered: <br /> <br />• Accidents: <br /> <br />If there are three (3) or more accidents which are susceptible <br />to correction by stop signs that have occurred in a two year <br />period, a detailed study will be undertaken; or <br /> <br />• Pedestrians: <br /> <br />If a significant number of pedestrians cross the roadway on a <br />routine basis throughout the day, a detailed study will be <br />undertaken. <br /> <br />When the above criteria are met, a traffic study will be completed <br />including: <br /> <br />• Traffic counts <br />• Speed surveys <br />• Pedestrian counts <br />• Sight distance problems <br />• Road characteristics <br />• Requests for four way stop signs will be dealt with as set <br />forth in section I. B. <br /> <br />Upon completion of the study, a report will be made to the City Administrator <br />outlining the study and recommendations. <br /> <br />Adopted by Resolution No. XXXX <br />Effective Date: DATE HERE, 2003
