Mounds View City Council January 7, 2002 <br />Special Meeting Page 11 <br /> <br />should use the Focus for this year and suggested the Bulletin get e-mail capability as soon as <br />possible. <br /> <br />Council Member Marty indicated that the Bulletin does have fax capabilities. <br /> <br />City Administrator Miller indicated that e-mailing is faster and reduces the opportunity for errors <br />because the paper receives information directly from the City and does not have to duplicate it to <br />put it in the newspaper. <br /> <br />It was the consent of Council to use the Focus as the primary paper. <br /> <br />It was the consent of Council to use the St. Paul Pioneer Press as the secondary paper. <br /> <br />It was the consent of Council to appoint Council Member Stigney as Acting Mayor. <br /> <br />Council Member Stigney commented that the way the Resolution is worded implies that the City <br />uses Western Bank for its investments. <br /> <br />Finance Director Hansen indicated that the only investment at Western Bank is a money market <br />account. He then indicated that putting Western Bank on the list for potential investments would <br />allow investments to be made, if necessary. He further indicated that Western Bank is not the <br />City’s primary investment firm. <br /> <br />MOTION/SECOND: Quick/Thomas. To Waive the Reading and Approve Resolution 5678, a <br />Resolution Appointing Official Newspaper, Acting Mayor, Treasurer and Official Depository for <br />the Year 2002. <br /> <br />Ayes – 5 Nays – 0 Motion carried. <br /> <br />Council Member Stigney commented that there was a listing of other investment banks and <br />asked if others would be added if Staff determined there was a cheaper or better rate available. <br /> <br />Finance Director Hansen indicated that, if he found a reason to do business at another institution, <br />he would bring a resolution back to Council for approval. <br /> <br />Ayes – 5 Nays – 0 Motion carried. <br /> <br />E. Resolution 5679, Appointing City Council Members and City Administrator <br />as Representatives for City Commissions and Other Organizations. <br /> <br />Council Member Quick indicated he would like the same appointments as last year. <br /> <br />Mayor Sonterre asked who was assigned to the Fire Relief Association. <br />
