There were vacancies in Finance, <br />Public Works, Golf Course and the Police Department. Two of the four vacancies <br />have been filled. At the March 25, 2002 Council meeting there will be a <br />recommendation to hire Mr. David Longville to fill the Golf Course Manager position. <br /> <br />In addition, to the department head positions that have been filled, several other <br />vacancies have been filled. At the March 25, 2002 Council Meeting there will be a <br />recommendation to hire Ms. Desaree Crane to fill the Administration Department’s <br />Administrative Assistant position. <br /> <br />Police Civil Service Commission <br /> <br />The Police Chief’s position is the last remaining department head vacancy. The <br />Police Civil Service Commission is currently revising its bylaws which will outline <br />hiring and promotion procedures for Police Department staff, including the Police <br />Chief. I have been working with the Commission, the City Administrator and the <br />Deputy Chief to review the bylaws. In the next several weeks, we expect to have an <br />update for the Council regarding the bylaws as well as a timeline for hiring a Police <br />Chief. <br /> <br />Procedures Manual <br /> <br />Several weeks ago the City Administrator asked each department head to begin <br />compiling a procedures manual for their respective department. The purpose of the <br />manual is to clearly define procedures for completing various departmental tasks. <br />Often, when an employee is out of the office or there is a vacancy, other staff <br />members must cover tasks they would not typically be responsible for. Over the <br />next several months the Administration department will be compiling such a manual <br />to outline procedures for processes such as preparing council packets, preparing for <br />open enrollment for health insurance, hiring and conducting elections. The <br />procedures manuals will be evolving documents and will be updated regularly as <br />processes are refined.
