Employee Recognition <br /> <br />Last year the Council adopted a resolution establishing the number and nature of <br />employee recognition events to be sponsored by the City. An employee recognition <br />event was not held in 2001. Employees who would have been recognized for <br />service in 2001 will be recognized this year along with employees who have <br />anniversaries in 2002. Department heads have discussed this issue and would like <br />to have an event the week before Memorial Day. The Council will be invited to <br />attend when a firm date is established. <br /> <br />Open Enrollment <br /> <br />For the past several years the City has been on a split year (May-April) for health, <br />dental and life insurance. The City is in the process of moving to a calendar year for <br />health insurance. Moving to a calendar year requires that the City elect the 20- <br />month proposal from PEIP (May 2002-Dec 2003) instead of the 12-month proposal. <br />Moving to a calendar year will make it easier for the City to budget for increases in <br />health insurance. In addition, it will be easier for staff to budget for health insurance <br />and any expenses covered by the City’s flexible spending plan. <br /> <br />Staff has received renewal rates for health, dental and life insurance and those rates <br />will be discussed at an all-staff meeting on March 28, 2002. The City’s current <br />contribution to health insurance is $451. <br /> <br />AFSCME <br /> <br />March 14, 2002 was the last mediation session held with AFSCME. At the session <br />on the 14th the City and AFSCME agreed to approximately five additional provisions. <br />The contract has not yet been settled; consequently, the specifics of the negotiations <br />will have to be shared in closed session at the March 25, 2002 Council meeting. <br /> <br />Licensing <br /> <br />In April staff will begin preparations to send out business license renewal packets to <br />local businesses. Current business licenses will expire June 30, 2002. All renewal <br />applications will be brought back to the Council for approval in June. <br /> <br />Stanton Survey <br /> <br />The Stanton Survey is an annual publication which lists salary and benefits data <br />from cities across the state. Mounds View is a member of Stanton Group 6 (cities <br />with populations between 10,000 and 25,000). This year staff will provide salary <br />data for approximately 25 different positions. <br /> <br />Unemployment Hearings <br /> <br />Last fall the City appealed the awards of unemployment compensation for former <br />employees Hammerschmidt and Kessel. The City won the appeal of unemployment <br />compensation for Mr. Kessel. Mr. Kessel has until March 28, 2002 to appeal the
