Mounds View City Council July 23, 2018 <br />Regular Meeting Page 4 <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />C. Resolution 8988, Adopting Traffic Policy. <br /> <br />City Administrator Zikmund requested the Council adopt a Traffic Policy. He commented on the <br />policy further noting this document would assist staff in addressing traffic concerns in the City. <br />He noted the application for a traffic/stop sign request has been placed on the City’s website. <br /> <br />Council Member Gunn stated she approved of the formal process that was being proposed. <br /> <br />Council Member Bergeron noted an error within the numbering in the Resolution. City <br />Administrator Zikmund stated he would correct this error. <br /> <br />Mayor Mueller commented on several other grammatical errors in the Resolution. She requested <br />the second bullet point of Item 3 on Page 2 that states residents would have to pay for the <br />installation of signs be removed from the Resolution. She believed that residents should not be <br />responsible for this expense due to the fact they already pay property taxes. City Administrator <br />Zikmund commented the way the language reads, the cost for the signs would be covered by the <br />City, but all other traffic calming measures would be the responsibility of the resident. <br /> <br />Council Member Bergeron agreed the cost for signs should be covered by the City. He discussed <br />how the expense of signs and the socio-economic status of different neighborhoods could hinder <br />some residents from pursuing traffic signs. <br /> <br />Council Member Meehlhause supported the bullet point on Page 3 being redrafted. <br /> <br />MOTION/SECOND: Mueller/Bergeron. To Amend Resolution 8988, Removing the Second <br />Bullet Point of Item 3 on Page 2 that states residents would have to pay for the installation of <br />signs and direct staff to redraft this item. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8988, <br />Adopting Traffic Policy as amended. <br /> <br />Council Member Meehlhause thanked staff for his efforts on the Traffic Policy. <br /> <br />Mayor Mueller asked if the residents along Groveland Road would have to follow the City’s new <br />policy in order to have a stop sign considered. City Administrator Zikmund reported this would <br />be the case. <br /> <br />Mayor Mueller questioned if staff would have to redo the research and findings for Groveland <br />Road. City Administrator Zikmund reported staff would have to redo the research. <br /> <br />Council Member Bergeron stated he was pleased to see the City would have a proactive process
