6 <br />ever-changing document. Approval of the CIP in any particular year does not mean that a project <br />will be implemented. Once a project in the CIP nears its programmed year, (year to be <br />constructed) staff will initiate the public improvement process, which requires Council approval for <br />every step, as mandated by State Statute 429. <br /> <br /> <br />COUNTY ROAD 10 MILL AND OVERLAY PROJECT <br />Ramsey County will start July 8th on a mill and overlay project for County Highway 10 through <br />Mounds View. There will be single lane closures during the day with all lanes open for the rush <br />hour traffic. Ramsey County will be sending notices to approximately 4000 property owners in the <br />area. The project has a 45 working day time frame; there may be some work on Saturdays. The <br />speed limit will be reduced to 35 MPH during working hours. The contractor will be milling off 3-4 <br />inches of bituminous and placing 2 courses of bituminous back. The first course will be laid <br />immediately following the milling to provide a smooth driving surface. The final wear course of <br />bituminous and all pavement markings will be completed by August 28th. The Ramsey County <br />contact for this project is Bret Wieman, 651-482-5231. <br /> <br /> <br />TRUNK HIGHWAY 10 NOISE WALL ISSUE <br />On May 28th, staff and the City’s legal counsel met with Mn/DOT representatives to discuss this <br />issue. In light of the legal issues, Mn/DOT has since revised / clarified their option, Option 2. In <br />addition to the City constructing a noise wall further to the east, their proposal (Option 2) now <br />requires that the City construct a berm in the area where the wall would be constructed under <br />Option 1. Staff legal assumptions were correct; to be compliant with the law, a noise abatement <br />technique must be applied to the Arden Park area. Mn/DOT cannot enter into an agreement with <br />the City unless they address this issue in the agreement. <br /> <br />This item was placed on the May Work Session Agenda but was later tabled. It was placed on the <br />June Work Session agenda, prior to the meeting being cancelled. It has now been placed on the <br />July Work Session agenda. <br /> <br />Staff will be providing a full report and a list of possible courses of action the City could take. Staff <br />will be requesting direction from Council on what actions they prefer in order to seek resolution to <br />this issue. <br /> <br /> <br />STORM SEWER REPAIR AT 2940 WOODALE DRIVE <br />A new property owner at 2940 Woodale Drive contacted staff regarding a storm sewer outlet he <br />discovered on his property, which is in need of repairs. The storm sewer was originally installed in <br />1964 and is in a heavily wooded area. The outlet apron has been undermined, the ditch bank has <br />eroded, and the rip rap is no longer functioning as designed. This outlet, because of its remote <br />location, has not received any maintenance, probably since construction. The existing condition <br />is very unsafe for anyone that approaches the site. The existing easement is overgrown with <br />mature trees and a privacy fence has been erected, which makes it impossible to access the site <br />with heavy equipment to make the necessary repairs. The property owner, who is planning <br />extensive landscaping, has offered the City access through his property so repairs can be made. <br />The City does not have the proper equipment to make the repairs, so quotes were received from <br />three contractors. Belair Construction is the apparent low bidder. Staff is currently working with <br />the property owner and contractor to coordinate the repairs. <br /> <br /> <br />SPRING LAKE – INTRODUCTION OF WATER <br />On April 1, , staff presented to Council the idea of introducing water into Spring Lake. The Rice <br />Creek Watershed District has given this a “Cautious Approval” to proceed and suggested that the <br />residents around Spring Lake form an official lake association. The water would be coming from <br />the St. Paul Regional Water Services (SPRWS). Before SPRWS will allow water to be
