7 <br />discharged into Spring Lake, they will require that the three adjoining cities (Mounds View, Spring <br />Lake Park, and Fridley) enter into a joint powers agreement with the Board of Water <br />Commissioners of the City of St. Paul. <br /> <br />At this time, a joint powers agreement has not been drafted, nor has an official lake association <br />been formed. Staff is waiting on these two items. No further action by the City is necessary at this <br />time. <br /> <br /> <br />ADDITIONAL UPDATES <br /> <br />BUS SAFETY COMMITTEE – EDGEWOOD MIDDLE SCHOOL, PINEWOOD SCHOOL, AND <br />SUNNY SIDE SCHOOL <br />In response to a projected budget shortfall in 2002-2003, the Mounds View School District held a <br />series of meetings to hear the public’s reaction to proposed budget reductions. During those <br />meetings citizens agreed that keeping cuts out of the classroom was the highest priority and that <br />transportation was one area that where reductions were possible. On April 11, the School District <br />revised its transportation policy. <br /> <br />The new policy includes a fee for transportation for students residing within two miles of their <br />school. With this new policy, the School District developed a Bus Safety Committee. The charge <br />of this committee was to study hazardous crossings and general pedestrian safety in areas <br />around the schools. <br /> <br />The School District has selected two representatives of Mounds View, Public Works Director <br />Greg Lee, and D.A.R.E. Officer Terry Broos. The committee has met twice, Friday May 3rd and <br />Wednesday, June 12th. A final plan is being developed. Staff has performed a thorough review of <br />the three Mounds View school sites - Edgewood Middle School, Pinewood Elementary School, <br />and Sunny Side Elementary School. <br /> <br />Some of the issues identified by staff and / or discussed by the committee follow: <br />Edgewood Middle School <br />• Install a pathway on the south side of County Road H from Old Highway 8 to Edgewood <br />Drive. The School District is asking the City to install and finance this item. The length is <br />approximately 2900 feet with an estimated cost of $40,000 to $45,000. Staff will be <br />looking to Council for direction on this request. <br />• Re-stripe all pavement markings <br />• Add “No Parking” signs (during school hours) along the east side of Edgewood <br />• Separate bus traffic from vehicle and pedestrian traffic <br />• Add “Buses Only” signs to entrance to bus loop area <br /> <br />Pinewood Elementary School <br />• Have paid adult crossing guards at Co. Rd. I and Quincy Street <br />• Develop a school route plan <br />• Re-stripe all pavement markings <br />• Request County to add signage of “No Right Turn on Red” during school hours <br /> <br />Sunny Side Elementary School <br />• Develop a school route plan <br />• Student crossing guards at each cross walk <br />• Re-stripe all pavement markings <br />
