APPROVAL OF MINUTES

A. Minutes for May 20, 2002

Council Member Thomas requested the following change: On Page 3, first paragraph indicate
that members suggested the proposed position be grounds and equipment add “and that Mr.
Longville retain the title of golf course manager.”

Council Member Marty indicated there was a lot of discussion that took place concerning Item
7A and there is just one paragraph and the motion. He also indicated that Item B also had
considerable discussion that appears to have been left out of the minutes.

Council Member Marty indicated that the meeting began at 7:30 and ended at 9:07 and there are
only two pages of minutes which he finds to be totally inadequate. He then said that on the
morning of the meeting he noted publicly that the meeting was not being broadcast on cable nor
was it being recorded by video or a recording secretary and City Attorney Riggs had said it was
up to the City Clerk Administrator to provide the minutes.

Council Member Marty then read Section 105.04, Subd. 7 of the City’s Charter as it pertains to
minutes of meetings.

Council Member Marty commented that the meeting on June 10, 2002 was almost exactly the
same length and there are 16 pages of minutes whereas there are only two pages for the meeting
on May 20, 2002 and he finds the minutes totally inadequate.

Council Member Marty indicated that on May 20, 2002 he had asked why there was not a
recording secretary when there was an official City Council meeting. He then said that there is a
requirement to have all public meetings broadcast and it was not recorded or transcribed in any
way. He further commented that he is very dissatisfied with the minutes that were provided.

Council Member Thomas indicated she considered the difference to be mostly due to a difference
in the style of recording. As that is the intent of this section of the agenda.
