It is because of some unique circumstances and an <br />outstanding performance evaluation that I am recommending to the council a <br />skip in the step increase for Mr. Manthis to $ 43,700.00. <br /> Please let me explain in detail the reasons behind this recommendation: <br />1. Mr. Manthis has been head golf professional and clubhouse manager for <br />the City of Mounds View for seven years. He had already been employed <br />by the city when the Hay System was incorporated. It is safe to assume <br />that if this system was in place in 1996, Mr. Manthis would have already <br />surpassed the final step 5 increment by two years. <br />2. Because of its uniqueness, The Bridges Golf Course is difficult when <br />comparing to other facilities. However, if you look at available information <br />from the National Golf Foundation’s 1999 golf facility employee <br />compensation study, you can decipher some important statistics. The <br />median salary for a head golf professional at an 18-hole facility in 1999 <br />was $ 40,000.00. These same facilities also reported a $ 22,600.00 salary <br />for pro shop manager. In addition, that median salary does not include <br />lesson revenues. <br />3. After researching the industry, the Labor Relations Association submitted <br />a maximum salary of $ 46,000.00 for the head golf professional/clubhouse <br />manager position. <br />4. Mr. Manthis has been nominated and has a very good chance of winning <br />the Minnesota Section PGA Junior Golf Leader Award for 2002. Mr. <br />Manthis has been nominated for this award four years in a row. <br />
