Item No. 7D <br />Type of Business: Council Business <br />Date: August 26, 2002 City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jim Ericson, Community Development Director <br />Item Title/Subject: Adoption of the County Road 10 Redevelopment Project <br /> Plans Prepared by URS <br />Meeting Date: August 26, 2002 <br /> <br />Background <br /> <br />At Work Sessions dated January 14, 2002, April 1, 2002 and August 5, 2002, the County <br />Road 10 Redevelopment Project was presented to the City Council. This project includes the <br />redesign and realignment of two intersections along the County Road 10 corridor and <br />includes pedestrian pathways and lighting located on both sides of County Road 10. <br /> <br />Discussion <br /> <br />URS Inc. has completed draft plans for this project and has presented these plans to the <br />Council and twice to residents at public meetings on April 24, 2002 and June 17, 2002. The <br />public response to the plans has been very positive, with the exception of the proposed <br />realignment of County Road H2 and the Fairchild/Hillview access closure. <br /> <br />As indicated above, the project plans were discussed at the August 5 work session at which <br />time staff asked for final comments or changes. Receiving no changes or revisions, staff <br />directed URS, the project coordinator, to prepare the final plans for adoption. The final plans <br />will reflect the date of Council adoption and the corresponding resolution number. <br /> <br />As indicated at the worksession meeting, staff is preparing a comprehensive implementation <br />schedule and strategy for fund acquisition. (With approved plans in hand, we are now able to <br />apply for grants and federal programs and will utilize the suggestions and guidance already <br />offered by the URS team.) The first action staff would anticipate is to draft a request for <br />proposals (RFP) to be sent to area engineers to determine the cost of a corridor trailway <br />survey that would identify (1) site impediments and constraints, (2) areas where potential <br />property easements would be needed and (3) areas in need of substantial grading <br />corrections. <br /> <br />Recommendation <br /> <br />Adopt Resolution 5824, a resolution adopting the County Road 10 Redevelopment and <br />Revitalization Project plans as prepared by URS Corp. <br /> <br /> <br />____________________________ <br />Jim Ericson <br />Community Development Director
