<br /> <br />RESOLUTION NO. 5824 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION ACCEPTING AND ADOPTING THE COUNTY ROAD 10 <br />REDEVELOPMENT AND REVITALIZATION PROJECT PLANS PREPARED <br />BY URS, CORP.; SPECIAL PLANNING CASE SP086-01 <br /> <br /> <br />WHEREAS, on December 11, 2000, the City Council authorized the distribution <br />of a Request For Proposals (RFP) for a design consultant to develop and recommend a <br />Highway 10 Redevelopment and Revitalization Corridor Study, and, <br /> <br />WHEREAS, upon conclusion of a consultant interview process, a selection <br />committee individually and collectively recommended that URS Corp. was the firm that <br />best demonstrated an ability and the experience to successfully undertake and complete the <br />Highway 10 Redevelopment and Revitalization Corridor Study; and, <br /> <br />WHEREAS, on March 26, 2001, the City Council formally selected the firm URS, <br />Corp. to prepare the Highway 10 Redevelopment and Revitalization Corridor Study as <br />stated in Resolution 5537; and, <br /> <br />WHEREAS, information was collected and gathered and input received from <br />residents and business owners at public meetings in July and October of 2001; and, <br /> <br />WHEREAS, based upon the information collected from the public meetings and <br />the recommendations of the Highway 10 Steering Committee, four “Guiding Principles” <br />were established (Improve Safety, Enhance Image, Good Redevelopment and Meaningful <br />Redevelopment, and Create a Community Seam) that provided the basis for the plan <br />development; and, <br /> <br />WHEREAS, the first draft corridor plans were presented to the City Council for <br />its review and comment on November 5, 2001 and again on January 14, 2002; and, <br /> <br />WHEREAS, revised draft plans were presented to the City Council on April 1, <br />2002 after meetings with Ramsey County and other agencies; and, <br /> <br />WHEREAS, in an effort to gain additional public comment and reaction to the <br />plans, two subsequent open houses were conducted at the Mounds View Community <br />Center on April 24, 2002 and June 17, 2002; and, <br /> <br />WHEREAS, based upon all of the information received from residents, property <br />owners, business representatives, Ramsey County and MnDOT, the final draft County <br />Road 10 redevelopment plans were presented to the City Council on August 5, 2002 at <br />which time were considered ready for adoption. <br />
