Mounds View City Council August 26, 2002 <br />Regular Meeting Page 18 <br /> <br />Council Member Stigney commented that the City did 4% for 2003 not 2002. <br /> <br />Assistant City Administrator Reed clarified that the City did 4% for 2002 also. <br /> <br />MOTION/SECOND: Quick/Thomas. To Waive the Reading and Approve Resolution 5831, a <br />Resolution Approving a Retroactive Compensation Schedule for Kathleen Miller. <br /> <br />Council Member Stigney asked that the Resolution be read. <br /> <br />Mayor Sonterre read Resolution 5831. <br /> <br />Council Member Marty indicated he has serious concerns as to how the clerk administrator runs <br />the City and he disagrees with the raise, the evaluation process and this Resolution. <br /> <br />Council Member Marty commented that the Resolution states that she was rated satisfactory or <br />higher by her supervisors and he did not rate her at either one of these categories. He then asked <br />if there are copies of the evaluations in the City. <br /> <br />Assistant City Administrator Reed said she did not have a copy. <br /> <br />Council Member Marty commented that these are public documents. <br /> <br />City Attorney Riggs clarified that they are not public documents as this is private personnel data. <br /> <br />Council Member Marty indicated he took exception to Mr. Bremeier reviewing the comments <br />and giving his version to the City. <br /> <br />Mayor Sonterre commented that the vote would indicate whether a majority of Ms. Miller’s <br />supervisors rate her performance as satisfactory or higher. <br /> <br />Council Member Marty indicated he wanted to publicly state that he disagrees. <br /> <br />Mayor Sonterre commented that the evaluation document is not public and he does not want it <br />discussed. <br /> <br />Council Member Marty referenced the synopsis and began to make a comment. <br /> <br />Mayor Sonterre indicated that Council Member Marty was attempting to bring information from <br />the document into discussion and asked the City Attorney for guidance. <br /> <br />City Attorney Riggs indicated the evaluation has been completed. <br /> <br />Mayor Sonterre indicated that Council Member Marty is attempting to draw analysis from the <br />evaluation. <br />
