Item No.7F
Type of Business:CB
Meeting Date: December 9, 2002
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Givonna Reed, Assistant City Administrator
Item Title/Subject: Consideration of Resolution 5895 Appointing Mary
Burg as the Golf Course Manager
Date of Report: December 5, 2002

Upon direction from the City Council to proceed with hiring for the Golf Course Manager
position, staff advertised the position and received approximately 15 applications. The
interview committee included the City Administrator, Assistant City Administrator,
Community Development Director and the current Golf Course Manager. Mrs. Mary
Burg was unanimously selected as the best candidate for the position.

Mrs. Burg is currently employed with the City of New Brighton as the Golf Operations
Manager. She has a two-year degree in turf management and 17 years of management
experience as a golf course superintendent. She is also currently studying for a BA in
Business Administration. She has extensive experience developing and monitoring
budgets and managing personnel.

Staff recommends that the City Council appoint Mrs. Mary Burg as the new Golf Course
Manager with the following compensation schedule:

• Step 3 ($59,400) to start
• Step 4 ($62,700) after six months pending satisfactory performance
• Step 5 ($66,000) after one year pending satisfactory performance

Staff is recommending that Mrs. Burg begin employment with the City by working up to
10 hours per week from December 23, 2002-February 2, 2003. This reduced schedule
would give Mrs. Burg the opportunity to begin managing the golf course at the same rate
as the current interim Golf Course Manager. In addition, this reduced schedule does not
lock the City into paying a full salary and benefits during the period that the golf course is
actually closed. Although Mrs. Burg’s official appointment to the position would be
December 23, 2002, she would begin full-time employment February 3, 2003—
approximately one month before the golf course opens. On February 3, 2003, Mrs.
Burg would become eligible for benefits as per the City’s personnel manual.

Mrs. Burg has been advised that if her appointment is approved by the City Council, the
offer of employment will be contingent upon satisfactory reference, criminal, credit and
driver’s license background checks.

Recommendation

Adopt Resolution 5895 Appointing Mrs. Mary Burg as the City’s Golf Course Manager
