Item No. 07H
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Mayor and City Council
From: Nyle Zikmund, Fire Chief
Item Title/Subject: 3rd Quarter 2002 Report
Meeting Date: December 9, 2002

We continue to make great progress with the FDM project it is not without some pain and
suffering as we are still not there and will probably need one more visit from the manufacturer
for more training. We have provided the developer with a three page detailed list of our issues
and concerns and are awaiting their reply.

I am very pleased to report that the Chaplain program is just about ready to implement as
interviews were conducted and completed with initial training underway. We ended up with five
local clergy applying, all who were accepted, and all who have begun their training. We expect
the members to be available via a pager system by the first part of the new year.

The Van Fire continues to occupy a portion of our time with several of us present at the scene
giving a presentation to a regional chapter of the International Police Chaplains Conference.
Additionally, some of you may have caught the I Team report on WCCO TV and the subsequent
piece on the CBS Evening news the next night.

Under the anit-terrorrism category several of the chief officers attended a two day seminar hosted
by the Minnesota State Fire Chiefs and focusing on dealing with attacks. Speakers included a
contingent from Israel who were incredible and a member of the FBI as well as the Emergency
Manager form Suffolk County, Pennsylvania where the jet crashed and the miners were trapped.

Additionally, we continue to work on a grant proposal from the state and fed for moneys already
appropriated by both. The lions share of the grant money is available through Anoka County
($537,000) for which a working group has been put together to identify needs. We will have the
opportunity to apply for both an equipment and training grant separate from this and will be
pitching a command vehicle and a scenario drill. Additionally, we are also working in the
Ramsey County process, as Mounds View is located in Ramsey County.

I met with the fire marshals from all three cities to discuss and establish inspection goals for the
upcoming year. From our long range planning process we arrived at an ideal goal of having all
hazard occupancies inspected yearly with the remaining occupancies inspected on a three year
cycle. Hazard occupancies include not only hazardous manufacturing but assemblies, licensed
facilities, and multifamily.
