Item No. 06C <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Kenneth Gammell, Television Production Coordinator <br />Item Title/Subject: Resolution 5905, Approving the Purchase of a Non- <br />Linear Editing System for Cable Production <br />Date of Report: December 16, 2002 <br /> <br /> <br />This report provides details for the proposed purchase of a non -linear editing system for <br />cable production. <br /> <br />As the calendar year 2002 is coming to a close, the Capital Equipment fund (Account# <br />210 – 4350 – 7030) has yet to be utilized for planned equipment updates. Two major <br />equipment purchases have been earmarked for the coming years, a digital editing <br />system and a digital camcorder. <br /> <br />History <br /> <br />Based upon research done by the previous Cable Coordinator and myself, these two <br />items have been determined as the best investment for improving the service the City of <br />Mounds View can provide to it’s citizens. Research includes visiting trade shows and <br />consultation with dealers and technicians. Previous equipment expenditures have <br />updated the Council Chambers with a new digital camera system, as well as a digital <br />tape recorder/player system for the recording and playback of meetings. The current <br />editing system was last updated in 1997, which is two JVC 8000 SVHS VTR’s. The <br />current system is not capable of handling digital video, and has reached its 5 year life <br />expectancy. <br /> <br />Digital Video <br /> <br />In the past five years, digital video has become the standard format for recording and <br />playing back video. Digital video offers higher quality image and sound, while taking up <br />less space. During this time, The North Suburban Communications Commission, most <br />commonly known as CTV, has replaced nearly all of their equipment with digital video. <br />The City of Mounds View has also been steadily updating their equipment to digital <br />video, using the DVCAM format. <br /> <br />
