Item 06C
City Council Meeting
Page 2

Non-Linear

The term “non-linear” applies to the method of editing video on a computer as opposed
the old fashioned tape-to-tape method. With computer based video editing, the video
producer can create programming more quickly and effectively than the tape -to-tape
method. When video is stored inside the computer, it takes less time to cut together
shots and add effects (like slow motion or dissolves) and graphics (including titles and
city logos). This provides the video producer to create more programming with more
professionalism and greater impact, without spending more time. Non-Linear editing
has become the new standard method of editing video for municipal and commercial
television. CTV has equipped most of their editing suites with non-linear editing
systems.

Hardware Equipment

Recommended equipment:

Power Mac G4:

1. 1 Ghz Dual Processor
2. 512 MB Ram
3. 80 Gig Hard Drive
4. DVD Burner
5. Firewire connection

Apple Studio 17’ Flat Monitor

Non-linear editing systems have been in existence since the early 90s, and have
become more powerful and less expensive. For the computer to handle digital video, it
must have a powerful processor, fast response time, and large storage capacity.
Based on research, the recommended computer, a Power-Mac G4 system, is the most
reliable and cheapest model. The Power Mac G4 system includes a firewire
connection. “Firewire” is an incredibly fast method of transferring data. It is the best
method for loading in or outputting video and audio. The G4 has a 1 GigaHertz dual
processor. The more powerful the processor, the more information it can compute.
For video editing, a great deal of power is required to handle video. In comparison,
most office PC’s had a single processor with about half the processing power. The G 4
also comes with a DVD burner. DVD burning capabilities will give the City of Mounds
