2 <br />PROJECT UPDATES <br /> <br />H2 STREET MAJOR MAINTENANCE PROJECT <br />Plans and specifications for the County Road H2 Street and Drainage Improvement Project are <br />currently being composed by the engineering firm of Short, Elliot, Hendrickson Inc. (SEH). The <br />draft plans are scheduled to be submitted to the City by mid March (Friday the 15th or Monday the <br />18th). Upon receipt, staff will review and comment on the plans and specifications. Because State <br />Aid Street Funds are proposed as a funding source to finance this project, plans will also be <br />submitted to the State for review and approval. The overall tentative time line is as follows: <br /> <br />Mid March Receive Plans and Specifications <br />April 8th Approve Plans and Specifications <br />Early May Receive Bids <br />May 13th Award Contract <br />Late May Hold Neighborhood Pre-construction Meeting <br />Early June Start Construction <br /> <br />Staff has recently received a petition to locate the pathway on the north side of H2 directly behind <br />the curb at the west end of this project – from Pleasant View Drive to Knollwood Drive. This issue <br />is currently being investigated but does not look feasible. There are numerous factors being <br />considered: placement of signage and hydrant on the north side, relocation of mailboxes from the <br />north to the south side, aesthetics and usability of a pathway that continually changes grades to <br />match into driveways, and finally the State requirement of a four foot separation between the <br />roadway and sidewalk as a safety buffer. <br /> <br />Staff has instructed SEH to add “expansion joints” to the plans and specifications. Expansion <br />joints are created by sawing a joint into the pavement at selected locations – typically every 40 to <br />60 feet apart. These joints are then sealed with a rubberized compound. The purpose of adding <br />joints is to allow for the expansion and contraction of the paved surface. Without them, the <br />pavement will crack on its own, leaving area where moisture / frost can accelerate deterioration of <br />the roadway. This technology has been studied by Mn/DOT for years, and with its minimal <br />expense, has proven to be cost effective as part of the construction of new streets. <br /> <br />A new concept that the Public Works staff will be incorporating into the H2 Street project is the <br />“Neighborhood Pre-construction Meeting”. After the City has awarded the contract and discussed <br />schedules and details of construction with the contractor, the Public Works Department will hold <br />an open house style neighborhood meeting to discuss construction related issues with concerned <br />property owners. A handout will be developed that addresses "commonly asked questions" and <br />concerns property owners may have. These include: "How long will construction take?", "Will I <br />have access to my driveway?", "How will the mail be delivered?", "Can the width or location of my <br />driveway be altered?".... This meeting will also provide the opportunity to introduce the project <br />inspector to the residents and share with them telephone numbers they may call to reach the <br />inspector or City representatives. <br /> <br />WATER TOWER REHABILITATION <br />On December 14, 2001, an evaluation report for the water tower was submitted to the City by the <br />engineering firm of Short, Elliot, Hendrickson Inc (SEH). This report indicated that the water tower <br />was in generally good condition. However there were maintenance items that were <br />recommended. A general summary follows: <br /> <br />Interior Structural $ 1,800 <br />Interior Wet Coating – partial replacement as recommended, $12,000 <br />including surface preparation and coating application <br />Interior Dry Coating – spot surface preparation as recommended, $ 500 <br />And paint application
