3 <br />Exterior Coating Sysytem – Complete power wash, $19,200 <br />spot surface preparation as prescribed <br />along with touch up paint application <br />Sub Total $33,500 <br />10% Contingency $ 3,300 <br />Estimated Const. Cost $36,800 <br /> <br />Currently only $25,000 is budgeted for the water tower rehabilitation project. Based on this <br />funding shortfall, staff recommends that the amount of $25,000 be carried forward from the 2002 <br />budget and that an additional amount of $12,000 be included in the 2003 budget to fund this <br />project. SEH recommends that the repairs be scheduled within the next 24 months. It was also <br />recommended that the project be bid several months prior to the anticipated start date. For this <br />reason, staff anticipates bidding this project late this fall as soon as budget issues are addressed. <br /> <br />PLEASANT VIEW DRIVE TRAFFIC SIGNAL <br />Plans and specifications for the signal installation and geometric changes of the intersection were <br />approved in September of 2001. A controversial aspect of this project was the re-design of the <br />intersection of Pleasant View and the frontage Road. The current intersection design will allow full <br />access to County Road 10 for residents on Pleasant View Drive. Traffic counts will be taken on <br />Pleasant View Drive before and after the project to compare the traffic patterns. Anoka County is <br />in the process of advertising for bids. Construction will begin spring of this year. Staff will be <br />meeting with representatives of Anoka County to discuss aspects of this project including <br />construction timetables, notification, project administration, and any other relevant issues. <br /> <br />WELL NUMBER 4 REHABILITATION <br />Well Number 4 has been out of service since 1992 due to water quality issues. The cost and <br />issues of making it operational are being studied by the engineering firm of Short, Elliot, <br />Hendrickson Inc. (SEH). Currently SEH is taking water samples and analyzing the water quality of <br />the water contained within the aquifer from which Well Number 4 is pumping. Staff will be meeting <br />with representatives of SEH in late March to get a progress report on this project. <br /> <br />COUNTY ROAD 10 REDEVELOPMENT <br />On January 30, 2002, the City’s Community Development Director and Public Works Director met <br />with the consultant (URS Inc.) to discuss this project. The main focus of this project involves <br />changing the intersection geometrics of Co Rd. H2 and Long Lake Road where they intersect with <br />Co. Rd. 10. The intersections of Groveland Road and Spring Lake Road with Co. Rd. 10 were <br />originally part of the project. They have since been excluded from the implementation phase of <br />this project. They will, however, remain in the project report in the event it is decided to <br />implement them at a later date. <br /> <br />URS Inc. will continue with draft concept plans and a draft report. This should be completed by <br />the mid to late March. Two public informational meetings will be held in April to present the draft <br />plan and get feedback. Following the public informational meetings the issue will be placed on a <br />Council Workshop agenda, tentatively the May workshop. At that time the Council will be <br />provided a project update, a summary of the public meetings, and the input received. The actual <br />construction is currently anticipated sometime between the 2006 and 2008 construction seasons. <br /> <br />COUNTY ROAD 10 MILL AND OVERLAY PROJECT <br />County Road 10 will be milled and overlaid this summer. At this time exact schedules and project <br />details have yet to be determined. City representatives will discuss this project with the County <br />periodically to share details as they become known. <br /> <br />TRUNK HIGHWAY 10 NOISE WALL ISSUE <br />On February 14, 2002, the Community Development Director, Public Works Director, and <br />neighborhood representative, Michelle Sandback, met with representatives of Mn/DOT to discuss
