6 <br />analysis, enforcement in the event of failure to pass prescribed tests, and exploration of the <br />capability / feasibility of connecting these six properties. <br /> <br />LOCAL WATER MANAGEMENT PLAN <br />The Local Water Management Plan was submitted by SEH on February 22, 2002. Staff is <br />currently reviewing this document. <br /> <br />MOUNDS VIEW / HIGHWAY 10 REGIONAL POND PROJECT (GREENFIELD PARK) <br />An Environmental Assessment Worksheet (EAW ) was submitted by the Rice Creek Watershed <br />District regarding this project. Public Works staff is currently reviewing the EAW. Staff will be <br />contacting the watershed district to discuss this project and increase City input and involvement. <br /> <br /> <br />MISCELLANEOUS NOTES <br /> <br />DEVELOP ANNUAL CONTRACT WITH CONSULTANTS <br />The City selects consultants for various activities from a pool of engineering consultants. Based <br />on a review of Public Works files, the city contracts with only one consultant, SEH. This <br />relationship was established some time ago. Public Works will be seeking annual contracts with a <br />wider variety of consulting firms from within the pool. This will meet three objectives: 1) allow staff <br />and council to know exactly what rates the city will be billed for various hourly activities; 2) aid in <br />the selection of consultants for various projects; and 3) may foster competition and possibly <br />create favorable prices for the City. <br /> <br />REVIEW CONTRACT WITH WATER TOWER RENTAL SPACE <br />The Public Works Department will be reviewing all contracts held by the City regarding leasing <br />antenna space on City's water tower. This information will be coordinated and shared with the <br />Finance Department to ensure proper annual payment. The contracts will also be reviewed to <br />ensure that the applicants are financially responsible for correcting damage that may occur to the <br />water tower resulting from the installation of their antenna. Language should be added and an <br />escrow required in an amount great enough to pay for the removal of an antenna in the event the <br />applicant files bankruptcy and is removed from its obligation to remove their own antenna. <br />(Metricom issue / situation). <br /> <br />SPRING LOAD RESTRICTIONS <br />Spring Load Restrictions were placed into effect on February 18, 2002 at 12:01 A.M. <br /> <br />Annually, Mn/DOT establishes a date for placing spring load restrictions into effect for roadways <br />within their jurisdiction. Other governmental agencies such as Counties and Cities typically adopt <br />the same date of enforcement Mn/DOT. Such is the case this year. <br /> <br />Along with Mn/DOT, Ramsey County and the City of Mounds View began applying spring load <br />restrictions on Monday, February 18, 2002 at 12:01 A.M. The City of Mounds View will remove <br />the restriction when Mn/DOT removes the restriction for roadways within its jurisdiction. <br />Historically, this has been about eight weeks after the restrictions began. <br /> <br />The City of Mounds View will issue permits in certain cases. This will allow vehicles with a higher <br />axle weight limit to utilize city streets.
