5 <br />On February 25, 2002, Council approved the purchase of a replacement mower for the golf <br />course. Specifications for a utility cart are being written and bids will be obtained. Training for <br />personnel has been authorized. The exam to obtain the Pesticide Applicator’s License will be <br />given on April 8, 2002. Study text manuals for this exam have been ordered. <br /> <br />An inventory of existing supplies has been requested. Based on this inventory, a list of "essential" <br />items needed to start operations at the golf course will be created. Cost estimates for each item <br />will also be listed. <br /> <br />A special Council Work Session has been scheduled for 6:00p.m. on Monday, March 25th to <br />discuss issues associated with the golf course. The Public Works Department is available and <br />able to assist with the golf course in any capacity Council sees fit. <br /> <br />HILL VIEW WARMING HOUSE <br />The Hill View Warming House is essentially complete. There is a punch list of items yet to be <br />completed. A Boy Scout troop has volunteered to landscape the grounds around the building. The <br />Public Works Department will supply the plant material, landscape supplies, and tools. Public <br />Works will also be drafting the landscape plans, determining quantities, and administrating the <br />project. This is a great example of volunteerism and community involvement. The City and Public <br />Works Department would like to thank the Boy Scouts and look forward to working with them on <br />this project. <br /> <br />The Parks and Recreation Commission has recently scheduled a “Grand Opening” for the Hill <br />View Warming House for May 23, 2002. A notification campaign to inform residents about the <br />warming house and the grand opening will be devised. Details on this and other aspects of the <br />celebration will be forthcoming. <br /> <br />COMMUNITY CENTER <br />As part of the Work Session on March 4, 2002, staff reviewed and discussed options for <br />increasing security at the Community Center. Presented to Council was a list of options to <br />consider. One option was adding a membership registration program. This would include the use <br />of a camera, computer, and computer program to create a database of patrons. Also discussed <br />was the option to use surveillance cameras. This option included a series of cameras that would <br />be linked into a central monitoring and recordation system (VCR). There was also discussion of <br />linking this information to the Internet or the broadband connections at the Community Center. <br />This system would allow parents and others to monitor the activities of the Community Center <br />from home. <br /> <br />If the purchase of these systems is approved by City Council, the Public Works Department will <br />work with Patrick Toth to oversee their purchase and installation. The feasibility of connecting the <br />cameras to the Internet and / or broadband cable will be discussed with the City Council. As first <br />glance, it does not appear that this will be a possibility. There may be other “non-technical” issues <br />the Council may want to consider. <br /> <br />PROPERTIES NOT CONNECTED TO CITY WATER <br />There are currently six properties that are not connected to City water service. City Code <br />requires that they submit annual well tests to ensure the water is safe. When the City doesn't get <br />the test in a timely manner, the City sends a letter requesting the test results. <br /> <br />Historically, the Community Development Department has administered this program. However, <br />upon closer examination, it was determined that the Public Work Department was better suited to <br />conduct these activities. <br /> <br />The Public Works Department will analyze this program and submit a report to the City Council. <br />Issues involved in this program include the City’s responsibility and authority, cost /benefit
