8
CITY MESSAGE BOARD
Recently, the City's message board has been displaying two or even three different temperatures.
The Public Works Administration Assistant and Parks Foreman are working with the
manufacturer, Aim Electronics, to resolve the problem.

VEHICLES USAGE REPORT
The use of City vehicles is currently being monitored. A table / chart has been created to track the
usage of the three City vehicles (501, 501, & 503). Information will be used as part of the 2003
Budget to determine the need for new or replacement City vehicles.

SIGNS ON UTILITY POLES
The appearance of illegal signs on utility poles is increasing. In an effort to reduce occurrence
and to educate the parties that are continuing to place these signs on utility poles, Public Works
will record the name of the vendor, product, and phone number. Alternately, the department may
deliver the entire sign to the Community Development Department for appropriate action.

CHARGE ACCOUNTS
The City would like to develop a list of charge accounts and people named to utilize them. Since
Public Works accounts for most, if not all, of these accounts, Public Works will be responsible for
creating a list of vendors and businesses with whom the City currently has an account and the
eligible users of those accounts. Once this list has been created, it will be forwarded to the
Finance Department where it can be documented.

FIRE CONTROL PANEL
Minnesota Conway is now working on the replacement of the fire control panel. They found
additional system failures caused by the ground fault problem; this problem has completely
disabled the existing control panel. A new control panel has been installed, but there are now field
wiring problems that they are investigating. Bare wire has been found on some of the wiring that
is attached to the bar joists. The wiring that was installed is stretched very tight at certain points
and will have to be inspected for additional exposed wire. If not fixed, the ground fault problem
will damage the new control panel. The alarm system has been disabled during the repairs.

PUBLIC WORKS DEPARTMENT GOALS

PUBLIC WORK DEPARTMENT ANALYSIS AND REVIEW
Objective: To analyze the operations and structure of the Public Works Department. To
make it more efficient, to better serve the needs of the citizens and businesses of
Mounds View, and to better achieve the goals and objectives set by the City
Council.

I. Analyze Current Functions of Public Works
A. Study the current operations.
B. Review items currently being administered by other departments. Are there items
that would be better administered by Public Works?
1. Properties not connected to City water program
2. Various permits - street cut and right-of-way permits
C. Interview all Public Works employees.
1. What are their professional goals?
2. Talents, qualifications, job expectations…

II. Determine Needs of the City -What PW activities are important to the City Council,
citizens, and business owners?
A.
