Funding <br />On March 21, 2002, the City’s Community Development Director and Public <br />Works Director met with the consultant (URS Inc.) to discuss funding issues <br />associated with this project. Attached is a memorandum composed by Karl Keel <br />of URS relevant to obtaining funding for a project of this nature. <br /> <br />The main point with regard to obtaining funding is to formalize the project to the <br />greatest extent as possible. <br /> <br />Once the plan is as formalized as possible, the next step is to seek federal funds. <br />Typically, the maximum amount of federal funds would be eighty percent (80%) <br />of the total project cost. The remaining twenty percent (20%) is derived from local <br />funds. Which may include: Municipal and County State aid funds, local <br />assessments, and other grant programs. It should also be pointed out that local <br />units of government are typically responsible for right-of-way acquisition. <br /> <br /> <br />What’s Next <br />Once general support from the Council is obtained, two public informational <br />meetings will be held in late April or early May to present the draft plan and get <br />feedback. Following the public informational meetings, the issue will be placed on <br />a Council Workshop agenda, tentatively in June. At that time, the Council will be <br />provided a project update, a summary of the public meetings, and the input <br />received. The actual construction is currently anticipated sometime between the <br />2006 and 2008 construction seasons. However, this date could be moved up if <br />funds are available. <br /> <br /> <br />Recommendation: <br />Staff is looking for direction from the City Council pertaining to this project. <br />Specifically, staff is looking for Council input on the design and funding aspects. <br />Staff would also like direction from Council as to whether they would like to <br />proceed with this project. <br /> <br /> <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Greg Lee, Director of Public Works <br /> <br /> <br /> <br /> <br /> <br />
