type of conversion more than doubles the capacity). Safety deficiencies were <br />addressed by reducing the level of access to the roadway by eliminating local <br />road intersections and driveways, redirecting access to existing or new local/ <br />supporting roadways, and converting at-grade signalized intersections to grade <br />separated interchanges. <br /> <br />The alternative considered for the segment in the Blaine / Mounds View Area <br />was to provide a continuous 8-lane freeway by eliminating lane drops. This <br />alternative was then screened to a short list of projects based on an evaluation <br />that considered the ability to meet mobility, safety, and access objectives, project <br />costs versus anticipated benefits, consistency with community plans, and the <br />ability to support alternative modes of transportation. This evaluation process <br />resulted in identifying twelve projects, which included Project Area 8 (TH 610 to I- <br />35W) – Convert to 8-lane freeway. <br /> <br />It was determined that if all of the projects were implemented, at a total cost of <br />approximately $465 million, the TH 10 corridor would meet or exceed all of the <br />established performance objectives through the year 2025. It was also <br />determined that the total benefits associated with implementation (travel time <br />reductions and safety improvements) would exceed the total costs. <br /> <br />The freeway improvements in Blaine and Mounds View received the highest <br />benefit to cost ratio of 4.3 (B/C = 4.3). The next closest project was Conversion to <br />a freeway in Anoka with a benefit to cost ratio of 2.0 (B/C = 2.0) <br /> <br />Alternative Staging and Implementation <br />The improvement projects were prioritized based on three key factors: the <br />number of performance measures met, cost-effectiveness, and design <br />consistency. This process resulted in a list of short, medium, and long-term <br />projects. Unfortunately, the freeway improvements in Coon Rapids, Blaine, and <br />Mounds View were classified as a long term project. <br /> <br />Example Resolution <br />Attached is a copy of a draft resolution of support and adoption of the TH 10 <br />Interregional Corridor Management Plan. It is mainly documentation of support <br />for the plan. Staff has reviewed the draft resolution and recommends its adoption <br />at a subsequent City Council meeting. <br /> <br />There is a section of the resolution whereby local government agencies can bring <br />forward issues for resolution and discussion with the TH 10 Corridor <br />Management Team. This represents an opportunity for the City to raise issues to <br />discuss or to memorialize the City’s position on issues related to the study. One <br />issue Council may be interested in expressing is the promotion and support of <br />any alterations to TH 10 (lane additions and extensions) within the Mounds View <br />area that increases capacity. This would relieve the current bottleneck for east <br />bound AM commuters but also would require the implementation of a noise
