4 <br />a. Arden Hills. Does not advertise. The City Clerk was formerly <br />with Lake Elmo and found that advertising was getting so popular <br />that there was little room for City information. In addition, too <br />many staff time was required to put the newsletter together. <br /> <br />b. Lake Elmo. Does not advertise. Staff has requested a copy of <br />their prior advertising policy. <br /> <br />c. New Brighton. Never considered advertising. <br /> <br />d. Blaine. Only advertises during their annual festival. Only <br />sponsors of the festival are permitted to advertise. <br /> <br />e. Shoreview. Does not advertise. <br /> <br />It seems that advertising in city newsletters is something that some cities are <br />considering, although clear policies have not yet been established. <br /> <br />Discussion Items <br /> <br />• Should the City allow advertising? A consideration to make is to limit advertising <br />to City sponsored events. <br />• Sell space on the last page of the newsletter. Guidelines need to be established <br />to the cost and size of each advertisement, policies on who can advertise and <br />whether or not non-profit organizations receive a discount for advertising. <br />• Reducing the cost of the Mounds View Matters by publishing the newsletter <br />quarterly rather than every two months. Staff has contacted the Director of the <br />Community Center (YMCA), and he stated that publishing the Mounds View <br />Matters every quarter will suffice the requirements of the YMCA. The two <br />editions the YMCA does not mail to surrounding communities are used for <br />supplemental information for its members. Please note, by changing our present <br />policy from six (6) issues a year to four (4) issues will require changes in the City <br />Charter. <br /> <br />Recommendations: <br /> <br />A. Staff recommends to the Council that each department be authorized only <br />one page per issue. If a Department needs more than one page, then it <br />will be dealt with on a case-by case basis. For example, the <br />September/October 2002 will have Fall Clean-up information. The Public <br />Works Department is responsible for the Fall Clean-up, and may need <br />more than one page to get this information out to the residents. Another <br />example is City Election information, and so on. <br /> <br />B. Staff recommends that the Mounds View Community Center (YMCA) <br />consolidate a lot more information onto one page. The City currently
