3 <br />Staff has contacted the United States Post Office to research how much it would <br />cost for the City to mail the MVM newsletter. The following below are the costs <br />that would be incurred (please note that this does not include staff’s time): <br /> <br />PERMIT: $150.00 This is a one-time, lifetime permit cost. <br />No annual renewal. <br />COST OF GETTING THE BULK <br />RATE: $150.00 <br />This is an annual (once a year) cost <br />required by the Post Office in order to <br />get the bulk rate. <br />BULK RATE: 26.2 cents (33.3 oz and <br />below) <br />Our last edition of the newsletter was <br />28.3 ounces. Therefore, the cost of <br />mailing the newsletter at the bulk rate <br />would be $1,456.00 (5,600 mailed) <br />FIRST YEAR COST (6 editions a <br />year): <br /> <br /> Permit: $150.00 <br />Bulk Rate: $150.00 <br />6 Editions: $8,736.00 (5,600 x 6 x 26.2 cents) <br /> <br />Total Cost: $9,036.00 <br />EVERY YEAR AFTER (6 editions a <br />year): <br /> <br />Bulk Rate: $150.00 <br />6 Editions: $8,736.00 (5,600 x 6 x 26.2 cents) <br /> <br /> <br />Total Cost: $8,886,00 <br /> <br /> <br />Options for consideration: <br /> <br />• Continue to use Independent Delivery Service but do not bundle with the <br />Focus ($.12-$.15 per issue). The cost to bundle with the Focus is six <br />cents per issue. <br />• Solicit quotes from other delivery services <br /> <br /> <br />3. Advertising in Mounds View Matters. The City regularly receives requests for <br />advertising from organizations such as the Garden Club, Mounds View <br />Community Theater and Festival in the Park. As you know, the City does not <br />have an advertising policy which makes it difficult for staff to determine which <br />groups will be allowed to advertise and when. <br /> <br />Concerns with advertising include determining what is appropriate, what to <br />charge and procedures for collecting fees. It appears that most cities do not <br />allow outside advertising because advertisers sometimes saturate the newsletter <br />leaving little room for City information and excessive amounts of staff time are <br />required to produce the newsletters.
