With the requirement of NPDES Phase II, there are six (6) minimum control <br />measures that the City will need to meet. <br />1. Public Education & Outreach <br />2. Public Involvement / Participation <br />3. Illicit Discharge Detection & Elimination <br />4. Construction Site Storm Water <br />5. Post-Construction Storm Water Management in New Development and <br />Redevelopment <br />6. Pollution Prevention / Good Housekeeping for Municipal Operations <br /> <br />The details and specifics on the actual requirements for each of these six (6) <br />items have yet to be determined. They will however, unquestionably represent a <br />large initial and substantial on-going time labor commitment from the City. <br /> <br />Comments: (Points of Interest) <br />- Infrastructure system is aging and requiring more maintenance. <br />- Development of inspection programs are recommended <br />- Databases and infrastructure tracking is now essential, due to GASBY 34 <br />- Growth of City’s infrastructure is an element of the City’s Comprehensive <br />Plan and the County Road 10 Plan (example: additional pathways to <br />construct and maintain) <br />- This is not the only opportunity the City will have to reduce the Public <br />Works labor force without termination. There are two employees <br />earmarked for retirement: one in September 2003, the other in October <br />2003. <br /> <br />Recommendation: <br />Staff is looking for direction from the City Council pertaining to this matter. <br />Specifically, staff is looking for Council input on whether the staff can advertise <br />for the vacant position in Public Works. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Greg Lee, Director of Public Works <br /> <br /> <br />
