This may need to be contracted out. <br /> Rough cutting <br /> Trail clearing (The trails should be cleared to allow for a buffer that is safe <br />for the users.) <br /> Weed control <br /> Trash pick-up <br /> Preparation work for the shelter buildings that are rented by others <br /> Leaf removal <br /> <br /> <br />Activities / Level of Service Change with loss of a three Seasonal Positions <br />Many of the same above – (barring snowplowing) <br /> <br />New Required Responsibilities - Federal Mandates <br />GASBY 34 <br />This federal mandate now requires Cities to report on their infrastructure <br />systems. GASBY 34 allows Cities the choice of one of two methods to report the <br />value of their infrastructure. The first method is to develop an inspection program <br />and associated databases for tracking the actual condition of these infrastructure <br />items, and subsequently, their value. The other method is to determine the <br />values of a new system then apply a set depreciation. Of the two methods, it is in <br />the City’s best interest to utilize the scenario that determines the actual values of <br />the infrastructure, Option 2. <br /> <br />NPDES Phase II <br />NPDES Phase II (National Pollution Discharge Elimination System) is the next <br />step in the United States Environmental Protection Agency's (USEPA) effort to <br />preserve, protect, and improve the nation's water resources from polluted <br />stormwater runoff. The Phase II program expands the Phase I program by <br />requiring smaller municipalities and operators of smaller construction sites to <br />implement programs and practices to control polluted stormwater runoff. <br /> <br />The Minnesota Pollution control Agency (MPCA) applied for a General Permit <br />from the USEPA to cover the state by December 9, 2002. Municipalities will <br />submit a Notice of Intent (NOI) to the MPCA, including a Stormwater Pollution <br />Prevention Plan, to come under the General Permit by March 10, 2003. <br />Communities within the "Urbanized Areas", as determined by the U. S. Census, <br />will be required to meet the requirements of NPDES Phase II. All construction <br />projects disturbing more than one acre of land will be regulated under NPDES <br />Phase II. <br />
