Mounds View City Council Page Thirteen 0 Regular Meeting April 25, 1994 MOTION/SECOND: Blanchard/Quick to Appoint Marshall Johnston to the Mounds View Planning Commission VOTE: 5 ayes 0 nays Motion Carried E. Consideration of Resolution No. 4554 Approving a Wetlands Alteration Permit for the Metropolitan Waste Control Commission (MWCC) for the Construction of the Blaine Interceptor Paul Harrington, Community Development Coordinator, reported that in March of this year the City Council approved temporary and permanent construction and utility easements necessary for the construction of the Metropolitan Waste Control Commission Blaine Interceptor Project. Harrington further reported that after reviewing the location of the proposed Interceptor against City adopted wetland maps, it was determined that the project would impact portions of those delineated wetlands. City Staff has the authority to issue wetland alteration permits in the wetland buffer zone but not in the delineated wetland itself. Harrington stated that the MWCC is requesting that the City Council approve a wetland alteration permit for the construction of the Blaine Interceptor Project. Consideration of Resolution No. 4551 Approving the Hiring of Tim Fredberg for Public Works Maintenance Worker Tim Cruikshank, Assistant to the City Administrator, reported that as part of the 1994 budget process, the City Council approved funding-fox thehiring of an additional—public works maintenance position to work in the sewer, water and surface water utility divisions. Staff interviewed eight of. the top qualified candidates and it was proposed by the interview team that Mr. Tim Fredberg be hired to fill this Public Works position. Mr. Fredberg has worked for the Cities of Oakdale and Columbia Heights for the past six years as a Public Works Maintenance Worker. Mr. Fredberg met all of the requirements of the position and has an excellent work history which indicates he can perform the duties and responsibilities of the position. Staff recommends that Mr. Fredberg's hiring be contingent upon the satisfactory completion of a physical examination and drug test. Cruikshank reported that reference checks had been completed and were satisfactory.
