Mounds View City Council Page Four <br /> !II Regular Meeting April 25, 1994 <br /> Orduno further reported that prior to the Commission's request, the <br /> Council had discussed the possibility of moving the compost site to <br /> another location in Mounds View. A new site near the golf course <br /> was discussed with Ramsey County Commissioner Dick Wedell and other <br /> County officials. <br /> Orduno noted that discussions regarding the placement of the compost <br /> site were prompted by on-going complaints from other area residents <br /> regarding the offensive odors emanating from the compost site. The <br /> City also had concerns about the site due to the increasing amount <br /> of illegal dumping taking place on that site and the costs to the <br /> City ($4 , 000) to clean up just the Ardan Park site in 1993 . <br /> Orduno reported that meetings had been held with Ramsey County and <br /> alternative sites were rejected by Ramsey County. Those sites being <br /> one near the golf course site but that site was not satisfactory as <br /> a potential compost site. Staff asked the County to explore a site <br /> on the University of Minnesota property in Shoreview. Ramsey County <br /> reported back to the City that the University property is for sale <br /> and the University is not interested in any short term use. Ramsey <br /> County asked that if the City was still interested in closing the <br /> compost site that a resolution stating that be adopted and be given <br /> to the County as a formal request. <br /> Mayor Linke that staff talked to Ramsey County and stated that the <br /> City would like to see the compost site moved. The Mounds View City <br /> Council has not made a formal request to close the compost site. <br /> Council has asked Ramsey County to check into alternative sites in <br /> the City of Mounds View. Linke pointed out that Ramsey County will <br /> not allow a compost site in Ramsey County parks but it is okay to <br /> put it in a residential park. <br /> Mary Saarion reported that RamseyCounty has two compost sites on <br /> undeveloped land and they want to get rid of them. One of the <br /> Ramsey County sites i —Perry—Park—wilrlse—moved hen development—of <br /> the land begins. <br /> Mayor Linke stated that he has a problem with the City spending <br /> $4 , 000 per year to clean up the compost site when the residents <br /> cannot use this land as a park. Linke stated that this is a Ramsey <br /> County facility on City land. Linke stated that heunderstands the <br /> need for this type of site, but further stated that the City had <br /> provided Ramsey County with proposed alternative sites and Ramsey <br /> County found fault with the sites that were suggested. An area near <br /> the golf course site was suggested but Ramsey County stated that it <br /> was 300 yards from a residential home, but the compost site in <br /> Mounds View is 300 feet from several homes. <br /> 410 <br />
