Mounds View City Council Page Five <br /> 0 Regular Meeting April 25, 1994 <br /> Councilmember Trude stated a number of reasons why a site near the <br /> golf course could not be used. <br /> Councilmember Trude stated that this compost site is well used <br /> by our residents. Seventy percent of the visits are made by the <br /> residents of Mounds View. Trude checked with Ramsey County and there <br /> is 17 , 000 to 20, 000 visits per year made by our residents. <br /> Councilmember Blanchard stated that, in her opinion, this subject <br /> had not been fully pursued with the County. Blanchard stated that <br /> she had received many phone calls and expected that the other <br /> Councilmembers had calls too. Most of the people she talked with <br /> wanted the compost site left open stating that they use it and want <br /> it to remain where it is. 98% of the residents who returned survey <br /> forms from the City newsletter indicated that they did not want the <br /> compost site to close. Blanchard also stated that Ramsey County is <br /> not being cooperative in that the City has provided them with three <br /> ideas and none of them are acceptable. Blanchard stated that she <br /> does not buy the reasons that the County has given for not using the <br /> sites that have been alternately provided by the City. Blanchard <br /> stated that she does not feel the Council should close the existing <br /> site until an alternative site close enough for our residents to use <br /> is secured. <br /> Councilmember Trude stated that 17 , 000 trips is a lot of trips and <br /> most of the persons making these trips don't have street legal <br /> trailers. Trude stated the site is convenient for our residents and <br /> many of them don't want to see it closed. <br /> Councilmember Quick stated he was in agreement with Councilmember <br /> Blanchard in that the situation should be pursued further. Quick <br /> further stated that last October the residents of Mounds View gave <br /> the Council a clear mandate to spend money frugally. Quick noted <br /> that this is a convenience and if the City can set up something with <br /> the County—that is cit se and within reason the Council should honor <br /> the mandate given by the citizens. <br /> Councilmember Quick stated that there is no smell at this time. The <br /> County said they would clean up the site every two weeks and they do <br /> not. Councilmember Quick stated that grass clippings emit the most <br /> smell and the City was told that it would be removed every week. <br /> There is a problem with pollution because there is phosphorus in the <br /> grass and when they scrape the area the runoff when wet goes into <br /> the ponds and runs into Rice Creek. Councilmember Quick suggested <br /> that a letter be written to the County Commissioner and invite him <br /> to discuss it with the Council at their next work session. <br /> Councilmember Trude backed the idea of having the County <br /> 411 Commissioner attend the next work session. Trude reported that she <br /> had spoken to Zach Hanson from Ramsey County and felt him to be a <br />
