Markfelt suggested replacing the sand with gravel. <br /> Also, regarding the traffic being backed up to Hillview or Sherwood <br /> is not true. Markfelt stated he has never seen traffic nor have any <br /> of his neighbors seen a backup that far. Markfelt stated that the <br /> smell isn't that bad. Markfelt stated that he feels the site is <br /> ideal. Markfelt stated that the smell is never that bad, it kind of <br /> smells like pipe tobacco from someone else's pipe. <br /> Mayor Linke stated that he received three phone calls regarding the <br /> smell from the compost site. The gentleman who called said he lives <br /> right next door to the site and the smell was there most of the <br /> summer. This person is only affected when someone bangs around at <br /> 6: 00 a.m. in the morning or runs a front end loader early in the <br /> morning at the site. <br /> Markfelt stated that the household that spoke to you had a split <br /> vote; one person says get it out and one says leave it there. <br /> Saarion stated that the City did dump some brush at the site in the <br /> past. Rick Wriskey was doing some cutting and brought the brush to <br /> the site to chip. The City does not dump brush on that site. <br /> 411 Saarion stated that the City has, in the past, used the site for <br /> retaining some good soil to put into another park. <br /> Saarion indicated that the types of materials that were dumped and <br /> had to be removed were things like construction materials, <br /> sheetrock, paneling, tar paper, landscaping materials and shingles. <br /> Saarion stated that six loads of the above mentioned construction <br /> materials were hauled out of the compost site. Saarion stated that <br /> most of the dumping is taking place in the evenings and probably <br /> being dumped by someone other than a Mounds View resident. It <br /> appears that whoever is dumping comes off of Long Lake Road and <br /> along the fence and dumps behind the fence. <br /> Saarion has talked to Ramsey County many times regarding illegal <br /> dumping. The County has never replied to the problem of illegal <br /> dumping. The City has put up posts and cables and signs but nothing <br /> has been successful . The brush has not been a problem except that <br /> Forestry services are being used to haul out the brush and chip it <br /> and this takes time and money from the other matters the Forester <br /> could be taking care of. <br /> Saarion stated that composting is growing by leaps and bounds. <br /> Ardan Park was to be a temporary composting or storage site. Ramsey <br /> County has not come up with a long term plan for composting. The <br /> usage for composting is taking over the land that is appropriate to <br /> be used for parks. Saarion stated that the City has to work with <br /> Ramsey County to come up with some long term plans so it can be a <br /> successful program. <br />
