Mounds View City Council Page Four <br /> 0 Regular Meeting May 23 , 1994 <br /> Councilmember Wuori encouraged the residents to send letters to Paul <br /> Harrington stating in their own words what the situation is. Wuori <br /> stated that persons in the neighborhood of the rundown property writing a <br /> letter makes a much bigger impression on the judge. <br /> Mayor Linke stated that the City Inspector can only look at certain items <br /> when completing an inspection. <br /> Mr. Dahl stated that this property affects the safety, welfare and morale <br /> of the citizens of the properties surrounding the rundown property. Dahl <br /> indicated that the persons who formerly lived there kept the premises as <br /> clean as possible, however, the house is just rotting away. <br /> Orduno stated that the law protects the owner' s property rights. Orduno <br /> reviewed an example of a situation that took two years to move through <br /> the legal channels to rid the City of the situation. <br /> Mr. Dahl also indicated that directly behind Network Liquors is a freezer <br /> with the doors intact. <br /> Paul Harrington, Community Development Coordinator, reported that wooden <br /> doors have been installed on the freezer and the doors are shut and <br /> locked. This freezer is being used as a shed rather than a freezer. <br /> Mr. Dahl also asked the Council if St. Stephens Street could become a <br /> dead end street because there are 18 small kids in 8 houses. <br /> Mayor Linke stated that St. Stephens Street would not become a dead end. <br /> David Kepler, 5314 St. Stephens Street, stated that he has lived in <br /> Mounds View for six years and has never met the owner of the rental <br /> property at 5302 St. Stephens. Kepler complained because his taxes went <br /> up considerably and he lives next door to a dump. Kepler stated that <br /> their is a foundation jack holding up the corner of the garage and there <br /> are hales hrough__ the home under the windows. Kepler- understood that the <br /> property owner could not rent out the home until the repairs were made. <br /> Kepler also had a copy of a list of seventeen items that were to be taken <br /> care of and not one item has been fixed. Kepler stated that he wanted to <br /> make sure that the processes were followed and that the house was not <br /> rented in the condition it presently is in. <br /> PUBLIC HEARINGS <br /> 7 : 05 p.m. - Consider Development Proposal of the Westminster Corporation <br /> (Senior Housing) <br /> Mayor Linke opened the public hearing at 7 : 40 p.m. <br /> 410 Paul Harrington, Community Development Coordinator, stated that MSP/ <br /> Westminster has made application for a Rezoning, PUD and Development <br />
