Mounds View City Council Page Five <br /> 0 Regular Meeting May 23 , 1994 <br /> Review for a senior housing complex to be located in Mounds View. <br /> Harrington reported that this would be an 83 unit three story complex <br /> located on a 2 . 7 acre parcel adjacent to County Road I with underground <br /> parking. Harrington two actions are necessary by the Council : 1) <br /> Approve the Development Review of the Westminister Corporation for an 83. <br /> Unit Senior Housing Project and 2) Adopt Ordinance No. 538 Amending <br /> Appendix A, Specific Rezonings of the Mounds View Municipal Code. <br /> Jeff Huggett from Westminster stated that Paul Harrington had done a very <br /> good job presenting the basic facts of the project and that he enjoyed <br /> working with the City and staff and thanked them for the support that <br /> Westminister has received. <br /> Councilmember Trude asked Mr. Huggett to show the site plan for the <br /> senior housing unit. <br /> Mr. Huggett presented a black and white site plan of the layout of the <br /> site. Huggett stated that this is a three-story, 83 unit, one and two <br /> bedroom, affordable housing with underground parking. The income levels <br /> are $23 , 000 for two people and $22 , 000 for one person. There are some <br /> apartments open for over the income brackets. Seventy percent of the <br /> units are set aside for lower income. The senior housing project is for <br /> • those persons 62 and older. <br /> An unknown resident asked if Section 8 recipients would be able to rent <br /> units. <br /> Mr. Hugget responded that those with a voucher or a certificate would be <br /> eligible to utilize it. <br /> Unknown resident stated that the site is on land that seems to be a <br /> natural ponding area and asked how the drainage would be handled in that <br /> area. <br /> Huggett stated thata ponding area would be created so_ that rainstorm <br /> _ <br /> runoff would have to be retained in this ponding area and then would <br /> drain off into the surrounding wetland area. <br /> Linke stated that this land drains off into the park area. <br /> An unknown resident asked about parking. Huggett stated that parking <br /> is underground but there also will be on-site parking. <br /> Ruth White, 2917 County Road I , stated that she was concerned about the <br /> water situation. White wanted to make sure that the people constructing <br /> the building were required to follow the proper requirements to regulate <br /> the water problem and that it would not fall back on the taxpayers. <br /> • <br />
