Mounds View City Council Page Five <br /> 1111 Regular Meeting July 11, 1994 <br /> Mayor Linke stated that if the developer passed our wetland <br /> ordinance, they would pass Rice Creek Watershed's. Linke stated <br /> that the City's is stricter. Mounds View's Wetland Ordinance is the <br /> strictest in the metro area and Linke stated that he believed, in <br /> the state. <br /> Councilmember Trude stated that if the City were to deny a permit, <br /> then there could be a lawsuit. <br /> Mayor Linke stated that the City has denied permits and that the <br /> developer then reconfigured the work and it met the code. <br /> Councilmember Trude asked what the driving force was behind the <br /> City rushing into the permitting. <br /> Mayor Linke indicated that this permitting policy has been talked <br /> about for the past three years. <br /> Councilmember Trude stated that the last work session was the first <br /> time that she had heard about it. <br /> Councilmember Wuori explained that the recommendation by staff is to <br /> 1111 approve a contract with SEH to proceed with developing a permitting <br /> policy. Wuori stated that there would be time to hold a public <br /> hearing to get public input. Wuori noted that there wouldn't be any <br /> type of policy to adopt before this Fall. Step <br /> Councilmember Trude suggested the ordinance amendments be made and <br /> then the City should look at making a decision regarding the <br /> permitting process. Trude stated that there are a lot of people <br /> watching this issue very carefully in the City. <br /> Samantha Orduno, City Administrator, stated that at the meeting <br /> Rocky Keene, SEH, stated that Tasks 1 through 3 could be completed <br /> and if, at that time, the City wanted to go on to the Final Permit <br /> Forms and Information Package for a cost of $3 , 000 they could. <br /> Councilmember Trude asked that at what point did staff discuss this <br /> permitting policy to come up with the recommendation at a cost of <br /> $8, 000. <br /> Orduno responded that the permitting policy was totally discussed at <br /> meeting. <br /> Councilmember Trude asked again at what point did staff come up with <br /> the cost of $8, 300 if the subject was only discussed at the Council <br /> work session. <br /> 1111 Orduno stated that the Council talked about the $300 and also what <br /> the total cost would be. Rocky Keene stated that the last $3 , 000 <br />
