Introduction of Ordinance No. 547 Long Term Financial Plan <br /> Don Brager, Finance Director, explained that the Long Term Financial <br /> Plan maps out public services which the City intends to offer over <br /> the next five years. Brager further explained that the process of <br /> development of the five year plan began with the Focus 2000 program <br /> in April of 1994. Three public meetings were held regarding the <br /> Plan and draft copies were made available to the public through the <br /> entire process. Brager reported that implementation of the plan is <br /> determined annually with adoption of the annual budget. <br /> Councilmember Trude stated that this Plan is a document that can be <br /> changed and nothing in the document is etched in stone. Trude <br /> further commented that some of the items in the Long Term Financial <br /> Plan are visionary. <br /> Mayor Linke thanked everyone who participated in the development of <br /> the Plan for their hard work. <br /> MOTION/SECOND: Trude/Wuori to Approve the Introduction of Ordinance <br /> 1111 No. 547, Long Term Financial Plan <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> C. Consideration of Assessments of the Fridley Lateral Charge for <br /> Mounds View Residents on Pleasant View Drive for Water Connections <br /> Don Brager, Finance Director, explained that prior to the <br /> reconstruction of Pleasantview Drive, staff sent letters to <br /> residents on Pleasantview informing them that if they were not <br /> supp lied_by a muni_c_ipa 1 wM-er_sys_tem, it should be done priQrto_the <br /> reconstruction project. Brager reported that two residents wish to <br /> proceed with connections to the Fridley Water System as Mounds View <br /> does not supply water to residents north of Bronson Drive and south <br /> of County Road I. Those residents wish to have the City of Mounds <br /> View pay the City of Fridley for the connections and have the City <br /> of Mounds View assess their properties for those charges. Staff <br /> asked Council to authorize the payments to the City of Fridley for <br /> these connections and authorize staff to enter into assessment <br /> agreements with the affected residents. <br /> MOTION/SECOND: Quick/Wuori to Authorize the Payments to the City of <br /> Fridley for the Water Connections and to Authorize Staff to Enter <br /> into Assessment Agreements with the Affected Residents <br /> • VOTE: 5 ayes 0 nays Motion Carried <br />
