Consideration of Approval of Improvements to Walkway Easement as <br /> Part of Street Repair Project <br /> Tim Cruikshank, Acting Administrator, reported that at the City <br /> Council Work Session on Monday, August 1, the City Council requested <br /> staff look into a funding source for the improvements to three <br /> walkway easements to be add ons to the street improvement project. <br /> Cruikshank identified the walkways as the walkway easement joining <br /> Quincy Street and Adams Street, the Greenfield easement joining the <br /> neighborhood with Greenfield Park and the Pleasant View Drive <br /> walkway connecting Spring Lake Road neighborhoods. Cruikshank noted <br /> that these easements are used by children to access schools, <br /> playgrounds and neighborhoods and all of these easements are in need <br /> of repair. At the Work Session, Public Works Director Ulrich <br /> specified that if these easement improvements could be completed in <br /> conjunction with the street repair project they could be done at a <br /> lesser cost than if the walkway easement repair was to be a separate <br /> project. Cruikshank stated that the bid cost of repair to the three <br /> walkway easements is $20, 953 . Cruikshank noted that the easement <br /> improvements could be funded through the Franchise Fee Fund. <br /> Councilmember Quick asked that asphalt be cut under fences so mowing <br /> doesn't have to be done in those areas. <br /> • Cruikshank stated that this could be added to the project <br /> specifications. <br /> MOTION/SECOND: Trude/Blanchard to Approve Improvements to Walkway <br /> Easements as Part of the Street Repair Project <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> REPORTS <br /> 1. Report of Councilmembers: <br /> Councilmember Quirk - Nirepoth <br /> Councilmember Blanchard <br /> Blanchard reported that airplanes from Anoka County-Blaine <br /> Airport are flying over more frequently, getting larger and <br /> flying lower. Blanchard reported that the airplanes are not <br /> supposed to descend until they get to County Road J and has <br /> noticed they are descending earlier over Highway 10. If <br /> residents have complaints regarding the low flying airplanes <br /> they should contact Jack Eberlein, Manager of Reliever Airports <br /> at 537-2058. <br /> Councilmember Wuori commented that the planes are not on <br /> 4111 their designated flight path, the planes have been coming down <br /> 10 and turning at the Spring Lake Park Water Tower and they <br /> don't belong in that area. <br />
