Set Public Hearing for 7 : 05 p.m. , Monday, December 12, 1994, <br /> to Consider Certification of Delinquent Utility Bills, Tree <br /> Removal Charges and Weed Removal Invoices to Ramsey County for <br /> Col-lection with 1995 Property Taxes. <br /> Councilmember Trude asked if there is a pattern of the same <br /> people being delinquent with street lights and surface water <br /> as last year, what kinds of efforts are being made to correct <br /> these fees, and do we add additional charges to the delinquent <br /> bills. <br /> Samantha Orduno, City Administrator explained that a late <br /> 111 <br /> charge is added and that the first effort to collect a <br /> delinquent account is done through the courts and then it is <br /> certified to the taxes. <br /> Don Brager, Finance Director, added that in addition to <br /> setting the hearing, Staff sends out notices informing the <br /> people of Council's intent to certify the charges on to their <br /> taxes. This gives them an opportunity to pay if they choose <br /> instead of having the charges certified on their property <br /> taxes. The due date for payment would be the Wednesday before <br /> the Council Meeting so it would be early November if they <br /> choose to pay. As far as collection goes, street light <br /> charges- are—billed along with—City Water and Sewer Service <br /> bills. <br /> Mayor Linke reminded Council that Item A. is to set a hearing <br /> and that pertinent issues will be discussed at that time. <br /> B. Authorize Staff to Proceed with Abatement of Property at 7618 <br /> Edgewood Drive. <br /> Councilmember Trude questioned the two bids regarding the <br /> abatement and noted that a copy of the City Council's Order <br /> was not included for review at this meeting. <br /> • Mayor Linke explained that 7618 Edgewood Drive is a fourplex <br /> in which the gas and electric have been shut off and the water <br /> will be turned off soon. Three of the tenants had moved out <br />
