He cited the <br /> difficulty of the EQC in maintaining adequate membership and <br /> noted that New Brighton had abolished their EQC Commission as <br /> well, dispersing the duties to other Commissions. <br /> Richard Oman, 8205 Groveland Road, commented that he was the <br /> Chairperson of the EQC and explained the difficulties in <br /> maintaining adequate membership over the last year. He felt <br /> that previously there had been adequate membership. He cited <br /> issues contained in the FOCUS 2000 Final Report which he felt <br /> pertained to the EQC, noting the establishment of the Greenway <br /> Plan. Oman stated that his term as Chairperson would be over <br /> this year, but he would still like to serve as a Commissioner <br /> of the EQC. <br /> Muriel Brainard, 7900 Greenwood Drive, said this action seemed <br /> precipitous. She had understood that Mayor Linke requested <br /> Samantha Orduno to inform the EQC members of the action being <br /> taken regarding the EQC and wondered why Orduno had not <br /> informed her. <br /> • Samantha Orduno, City Administrator, stated that she had <br /> contacted Richard Oman, Chair of EQC, and asked if he would <br /> like her to contact the other members or if he would prefer to <br /> contact them himself. He informed Orduno that he would prefer <br /> to contact the members himself. <br /> Brainard presented two suggestions from Linda Hanson, a member <br /> of the EQC. The first is that if a lack of interest does <br /> exist, it is more important than ever to have an Environmental <br /> Quality Commission. Hanson felt the problems with membership <br /> were short-term. <br /> Brainard suggested that the EQC meet quarterly or five times <br /> a year. She announced that Gina Hennen, the student member of <br /> the EQC, is now a voter and would make a fifth member. <br /> Brainard felt the Council had failed to make a strong effort <br /> to get members. She asked for clarification as to whose <br /> responsibility it was to recruit new members to the EQC. <br /> Linke said that it was the responsibility of the City Council <br /> to advertise for members, but before that action can be taken, <br /> the Commission must inform the Council that members are <br /> needed. <br /> Brainard urged the Council not to act precipitously on this <br /> issue. <br />
