• Mounds View City Council Page 13 <br /> Regular Meeting November 29, 1994 <br /> Trude offered that, having attended Planning Commission <br /> meetings for a year, she was certain the issues of improving <br /> recycling goals, improving recycling at multifamily dwellings, <br /> and other issues of the earth would not be handled by them. <br /> She is opposed to the adoption of this Ordinance. <br /> Councilmember Wuori said that the Planning Commission had <br /> always been involved in wetland issues, whether it concerned <br /> beautification or adherence to Codes. Regarding the <br /> membership problems of the EQC, she commented that <br /> participation of members is not something that can be <br /> predicted. There are many different areas involved in the <br /> environment and the Environmental Quality Commission, and the <br /> members have been unable to focus on single issues. <br /> Wuori noted that the EQC members have had their own personal <br /> interests regarding the environment which included the areas <br /> of garbage, recycling, trailways, and wildlife. The members <br /> have not worked together, perhaps due to a lack of leadership <br /> from Council or due to fragmentation of the group itself. <br /> There were always new ideas and new reports but the issues <br /> were not being followed through to completion. There didn't <br /> • seem to be the cohesiveness amongst themselves that is found <br /> in the other Commissions. <br /> Wuori said the duties of the EQC could be taken over by the <br /> other Commissions quite easily and the members could bring <br /> their areas of interest to those Commissions. <br /> MOTION/SECOND: Linke/Wuori to Adopt Ordinance No. 550 <br /> Amending the Municipal Code of Mounds View by Repealing <br /> Chapter 407, Entitled "Environmental Quality Commission" <br /> ROLL CALL VOTE: <br /> Mayor Linke - yes <br /> Councilmember Quick - yes <br /> Councilmember Wuori - yes <br /> Councilmember Trude - no <br /> Councilmember Blanchard - yes <br /> VOTE: 4 ayes 1 nay (Trude) Motion Carried <br /> C.
