Harrington replied that the City Consulting Engineer did <br /> not feel there would be water problems. <br /> Steve Feldner, 5168 Longview Drive, expressed concern regarding <br /> fertilizer runoff into the wetland, the exact location the sump <br /> pump would drain to, and the possibility that the prospective <br /> property owner would build a fence, spoiling the view of the park. <br /> Harrington pointed out the amount of proposed landscaping area had <br /> been downsized because of the possibility of fertilizer runoff. <br /> The proposed sod line allowed for approximately 100 feet to be <br /> preserved in a natural vegetative state. He also indicated the <br /> areas for the sump pump to drain to. <br /> Mary Feldner, 5168 Longview Drive, commented that the soil of the <br /> property was spongy even though it didn't appear to have standing <br /> water. She felt that anyone who tried to build a house on this <br /> property would have water problems. <br /> Sherri Ruf, 1829 NW 127 Lane, Coon Rapids, stated that her father <br /> • has owned the property for 20 to 25 years. The property is a one- <br /> acre lot. She asked that, if they aren't ever going to be able to <br /> sell the property to build a home on, what is just compensation for <br /> the people who have not been able to use the path to walk to the <br /> park. The person who proposes to build it is a builder and the <br /> person who proposes to live in the house is the builder's daughter. <br /> She said that her father had paid taxes on this property for the <br /> past 20 years and questioned the justification of the City not <br /> allowing them to build on property that is buildable from an <br /> engineering standpoint. <br /> Todd McCall, 5164 Longview Drive, said his concern was that the <br /> builder would_ chang_e the landscaping plans after the approval of _ <br /> this alteration application was received. Mayor Linke replied that <br /> the builder would have to apply again if the landscaping plans were <br /> to be changed. <br /> Mr. Hjelle, 5161 Red Oak Drive, stated that he had lived in his <br /> home for almost 30 years, and knew that the property contained a <br /> lot of peat. He questioned the stability of the soil, and felt <br /> there would be drainage problems which would impact the wetland. <br /> Sandy Giancola, 5133 Red Oak Drive, said that she represented <br /> several neighbors who could not be at the meeting and were <br /> concerned about the development of this property. She expressed <br /> concern regarding the wetland area, and asked if the prospective <br /> owners would be allowed to put in a swimming pool and ice skating <br /> rink.
