Mounds View City Council Page 7 <br /> 411 Regular Meeting November 29, 1994 <br /> delineated wetland area, which was at an elevation of 892' , <br /> encompassed a large area of the property. That elevation was based <br /> on field surveys done by the DNR, Army Corps of Engineers, and <br /> Ramsey County. The map indicated proposed and existing elevations <br /> on the site. <br /> Harrington said the City Consulting Engineer reviewed the property <br /> in relation to the Wetland Zoning Ordinance and what the <br /> hydrological impacts will be to other properties and to the <br /> wetland. City Code requires that all drainage be maintained on the <br /> site and cannot impact any of the surrounding properties. The Code <br /> does allow for the development of property with those conditions <br /> being met. The City Consulting Engineer was satisfied that other <br /> neighbors will not be impacted by the proposed construction of a <br /> home and that the impact on the wetland will be minimal. <br /> Harrington shared the concern of the City Consulting Engineer in <br /> regard to the extensive landscaping which would require clear <br /> cutting a wooded area and installing sod. The prospective buyer <br /> had been consulted to preserve the existing vegetation, which would <br /> still allow for a yard while causing less impact to the wetland. <br /> • Harrington said the City Consulting Engineer's opinion was that the <br /> house, garage and driveway would not have a negative impact on the <br /> wetland. He was concerned about the landscaping and suggested that <br /> the Council consider this Wetland Alteration Permit, adopting the <br /> plan that Harrington presented which showed the downsized area to <br /> be sodded, allowing the preservation of the existing vegetation. <br /> Councilmember Trude asked if the corner of the house was just a few <br /> feet from actual standing water. Harrington said it was not <br /> standing water--just wetland soils. The extent of the wetland soil <br /> was vegetative types. The Buffer Zone was established by the City <br /> because anything within that zone has an impact on the wetland and <br /> —he—City wanted to maintain a controlling_interest._ <br /> Linke pointed out that the front of the house was 130 feet from the <br /> front of the property, requiring a long driveway. <br /> Harrington explained the elevations at which the presence of a <br /> wetland existed. He commented that the elevation at which the <br /> wetland was delineated changed from area to area. Harrington <br /> advised that the lowest slab elevation of a home is in relation to <br /> the flood plain and not to the wetland itself. The Local Water <br /> Management Plan indicated that the lowest slab elevation in this <br /> area has to be at 891. 9 . The map indicated the lowest floor at <br /> 891. 9 and the top of block 899. 9, which would be the basement and <br /> 8 feet of block. The proposed house would meet the elevation <br /> requirements. <br />
