• <br /> To: Economic Development Commission Members <br /> rFrom: Kevin Carroll, Economic Development Coordinator MEMORANDUM <br /> Subject: Comprehensive Guide Plan update <br /> (Economic Development Section) <br /> Date: February 12, 1999 <br /> As you will recall, at the last"regular" EDC meeting we agreed to schedule a special meeting <br /> that would be devoted exclusively to the topic of Mounds View's Comprehensive Guide Plan, <br /> which is currently in the process of being revised and updated. We did so, in part, because <br /> the topic has been on the agenda for at least two prior meetings, but time constraints have <br /> consistently prevented us from getting to the subject matter in question. Although Economic <br /> Development[ED] is designated as an "optional" rather than "required" component of the <br /> Comp Guide Plan,the preparation of an ED component provides a mechanism for review <br /> and discussion regarding the City's short-term and long-term objectives in the important area <br /> of economic development. <br /> Attached hereto for your review are copies of selected portions of a draft of a proposed <br /> Economic Development section of the [updated] Comprehensive Guide Plan. Your input, <br /> • advice and suggestions regarding these parts will be relied upon during the finalization of the <br /> remaining portions of the Economic Development section of the Comp Guide Plan update. <br /> Despite the scheduling of a special meeting to discuss this topic, I anticipate that further <br /> discussion will be needed at our next "regular" meeting on February 25th. <br /> The enclosed material includes a copy of a map identifying "Proposed Land Use Designation <br /> Changes," which has used by the Planning Commission during its discussions regarding the <br /> updating of the Comp Guide Plan. This map has been enclosed because the areas that are <br /> numbered roughly correspond with portions of the community that may be suitable for <br /> commercial development and/or redevelopment in the reasonably foreseeable future. We <br /> will be referring to_these_areas_in_connection with_our discussion of Part 7_of the proposed <br /> Economic Development section of the Plan. Inasmuch as re/development is generally <br /> expected to progress up Highway I 0 from 1-35, I propose that we discuss the numbered <br /> sections on the endosed map in reverse numerical order, beginning with #9 (the mobile <br /> home park/motel site). <br /> With respect to the other portions of the enclosed draft, I will be especially interested in <br /> hearing your thoughts regarding the following: <br /> I. Any "disincentives for economic development"that I may have missed, or <br /> misidentified. <br /> 111 2. Any economic development "resources"that I have neglected to include, or <br /> that I may have described in an unclear manner. <br /> ■ <br />
