Provide a reasonable and prudent level of assistance (financial or <br /> 41' <br /> otherwise) to enable existing businesses to expand their operations and/or facilities / <br /> in Mounds View. \1 <br /> 3. Attract new commercial and industrial development in order to expand <br /> the City's tax base, thereby providing property tax relief for homeowners. <br /> 4. Encourage the development of new office space, warehouse space and <br /> retail operations that will enable Mounds View to offer services, facilities and goods <br /> that are not presently available in the community, or that are unavailable in sufficient <br /> quantity or quality. <br /> 5. Pursue the redevelopment of parcels and sites that are aesthetically <br /> displeasing, contaminated, blighted, abandoned, or otherwise underdeveloped. <br /> 6. Facilitate communications between and among the City, Ramsey <br /> County, local businesses, the Chamber of Commerce, local educational institutions, <br /> and any other parties or entities having a direct or indirect interest in the continued <br /> economic prosperity of Mounds View. <br /> Beyond the preceding general priorities and objectives, the City should continually <br /> • develop and review more specific priorities in order to provide guidance to City <br /> staff, business owners, developers, and residents with respect to intended areas of <br /> concentration (geographic and otherwise). For example, the City has periodically <br /> specified the types of businesses and industries that it was the most interested in <br /> attracting and retaining; see, e.g., the attached Resolution No. 95-EDA-24 dated 3- <br /> 20-95. The City is currently interested in attracting and retaining the following <br /> types of businesses and industries: <br /> [insert list after it has been developed and approved by the EDCJ <br /> Similarly, a point system can be used to rank potential redevelopment sites in a <br /> general order of priority. Such a listing would help the City Council and EDA make <br /> decisions regarding financial assistance, and would help City staff focus its efforts <br /> and attention in recruiting and negotiating with developers, and would make the <br /> City's intentions more clear to the development community and to the community at <br /> large. (Of course, redevelopment decisions would continue to be made on a case- <br /> by-case basis, and actual redevelopment would still be primarily the responsibility <br /> of the private sector, not the City.) <br /> 5 <br />
